A procura instável e diversificada que despontou após os anos sessenta provocou importantes
alterações a nível empresarial. No sector privado as organizações passaram a orientar a sua
actividade para a qualidade e flexibilidade, colocando as exigências do cliente em posição
prioritária face ao preço dos produtos. A produção em série tão apta à utilização dos métodos
clássicos de gestão, onde se insere a teoria burocrática, caminha para o seu fim, muna altura
em que os consumidores exigem cada vez mais diferenciação.
A origem da crise dos referidos métodos advém das visíveis contradições entre a rigidez das
técnicas c dos processos c a indiscutível variabilidade da procura. A própria estrutura das
organizações sofre alterações substanciais, passando de formas hierarquizadas e burocráticas a
formas mais descentralizadas e planas, orientadas para a autonomia dos recursos humanos e
para a flexibilidade.
O presente trabalho desenvolve do ponto de vista teórico os conceitos c as características
associadas à organização burocrática, fazendo uma ponte entre estas e as consequências do
modelo burocrático face ao actual contexto sócio-eccxiómico. Partindo do senso comum de que
a organização pública é uma organização do tipo burocrático, é realizada uma análise crítica
das características da Administração Pública portuguesa c dos principais esforços no sentido
de efectuar uma verdadeira reforma administrativa do Estado.
Procede-se a um estudo de caso numa organização pública portuguesa com o objectivo de
verificar a existência do modelo burocrático e da sua conformidade com o modelo
originalmente definido pelos autores clássicos.
The unstable and diversified demand arising after the sixties has determined important changes for enterprises. On what regards the private sector, organizations have focused their attention on grounds of quality and flexibility by giving priority to customcer needs instead of product prices. Mass production, as a part of the bureaucratic theory, while easily adopted by the so called classical management methods, comes to its end, at a time where consumers tend to exhibit an increasing need for product differentiation The origins for the crisis of the above mentioned methodology comes basically from the visible contradiction between the ridigity of techniques and processes and the undeniable demand volatility. The organizations structure itself verifíes substantial changes at the time, coming from hierarchy and bureaucratic ways to more decentralized and straight orientations, focusing autonomous human resources and flexibility. This work aims to develop, under a theoredcal approach, concepts and characteristics associated to the bureaucratic organizatioo, by interconnecting those concepts and characteristics with the implications of the bureaucratic model, ali taking into consideradon the present social and economic context. Starting from the common sense principal based on the public organizatíon being a bureaucratic onc, a criticai analysis of the Portuguese Public Administratioo characteristics is undertaken, as well as for the main efforts on course regarding the purpose of implementing a true administrative Government reform. A case-study of a Portuguese public organizatíon is used in order to verify both the existence of the bureaucratic model, also confirming if the pure model is at stake or if we are in the presence ofsome kind of its derivation
