A presente dissertação tem como fim analisar a incorporação da iniciativa Aid For
Trade na Estratégia da União Europeia. Partindo de uma literatura que analisa de que
forma a UE contribui para o nexo comércio- desenvolvimento, a investigação tem como
objetivo percecionar qual o papel da AfT enquanto força motriz na simbiose destes temas.
É apresentada uma contextualização da formulação da iniciativa, preconizada pela OMC,
assim como literatura focada na análise dos seus preceitos. Posteriormente, são analisados
os primórdios da estratégia europeia de AfT, bem como a sua evolução até aos dias atuais.
Procedendo a uma visão crítica que ressalta as divergências entre os princípios
orientadores da Estratégia europeia e o resultado prático apresentado nos seus
documentos oficiais, a dissertação ressalta a falta de congruência com a máxima da AfT
caracterizar-se por ser uma política para os países mais pobres, assim como o facto dos
Acordos de Parceria Económica serem um elemento essencial nesta estratégia de
cooperação. Por último, é apresentado um caso prático de uma política europeia de AfT
que identifica características positivas, produto de um projeto de blended finance.
This dissertation aims to analyse the incorporation of the Aid For Trade initiative in the European Union Strategy. Based on literature that investigates how the EU has contributed to the trade-development nexus, the research aims to understand the role of AfT as a driving force in the symbiosis of these themes. Is presented a contextualization of the formulation of the initiative, developed by the WTO, as well as literature focused on the analysis of its precepts. Subsequently, the origins of the European AfT strategy are analysed, as well as its evolution until the present day. Proceeding to a critical view that highlights the divergences between the guiding principles of the European Strategy and its practical result, the dissertation underlines the lack of congruence with the idea that AfT is a policy for the poorest countries, as well as the fact that the Economic Partnership Agreements are an essential element in this cooperation strategy. Finally, an analysis was made of a case of blended finance that identifies some positive characteristics of an European AfT project.
