Abstract(s)
O presente relatório de estágio, intitulado “A Intervenção das Autarquias na Educação: O Plano Inovador de Combate ao Insucesso Escolar de Palmela”, insere-se no âmbito do 2º Ciclo de Estudos Conducente ao Grau de Mestre em Educação, na área de especialização em Administração Educacional do Instituto de Educação da Universidade de Lisboa. O estágio curricular foi desenvolvido na Câmara Municipal de Palmela (CMP), onde integrei a Divisão de Educação e Intervenção Social (DEIS), mais concretamente na Equipa dos Projetos Socioeducativos, e teve como principal objetivo descrever e compreender a intervenção do município de Palmela na área da educação.
Neste relatório procede-se a uma caracterização e análise da estrutura organizacional do local de estágio, à descrição e reflexão sobre as atividades desenvolvidas durante o estágio. É ainda apresentado um pequeno projeto de investigação que visou compreender o papel da autarquia em educação, nomeadamente na produção de políticas educativas locais.
A metodologia seguida foi de cariz qualitativo, recorrendo-se a quatro técnicas de recolha de dados: a pesquisa documental, a entrevista semiestruturada, a observação e os diários de campo.
De acordo com a análise de dados foi possível captar que a Câmara Municipal de Palmela não se limita apenas às competências legais atribuídas pela Administração Central, desenvolvendo, também, um conjunto de iniciativas de caráter pedagógico, que indicam o desenvolvimento de uma política educativa local.
This internship report, named “The Intervention of Municipalities on Education: The Innovative Plan to Fight the Educational Underachievement in Palmela”, insert in for the 2nd Cycle of Studies that leads to the Master’s Degree in Education in the field of expertise of Educational Administration at Institute of Education of University of Lisbon. The curricular internship has been developed at Palmela City Council (CMP), where I integrated the Department of Education and Social Intervention (DEIS), more specifically in the Socio-educational Projects Team, and its main goal is to understand the intervention of Palmela Municipality in the educational area. This report proceeds to a characterization and analysis of the organizational structure of the location where the internship took place, the description and the reflection of all experiences lived during that stage. Is still presented a small investigation project that aimed to understand the role of municipality on education, namely in the production of local educational policies. The methodology followed was of qualitative nature, using four data collection techniques: documentary research, semi-structured interview, observation and field diaries. According to the data analysis, it was possible to understand that Palmela City Council does not work only with the legal competencies assigned by the Central Administration, but also develops a set of measures of educational nature, which indicates the development of a local educational policy.
