A presente dissertação almeja explorar o investimento estrangeiro no âmbito do sector das energias renováveis em Portugal, procurando, em particular, entender se esta realidade se apresenta como uma oportunidade que deve ser incentivada ou se, pelo contrário, com ela, surgem limitações à soberania do sector energético Português, enquanto sector estratégico da economia.
Procurar-se-á expor o crescimento significativo do investimento neste sector nos últimos anos e, se possível, projectar algumas tendências evolutivas para o futuro. Posto isto, importa teorizar sobre o trade-off que sustenta o debate neste tema: por um lado, a necessidade de capital e, por outro, a segurança energética.
Um último capítulo ainda para se testar a aplicabilidade destes pressupostos ao leilão de energia solar de 2019.
This dissertation aims to explore the foreign investment within the scope of the renewable energy sector in Portugal, seeking to understand, in particular, if this reality presents itself as an opportunity that should be encouraged or if, otherwise, in itself, limitations to the sovereignty of the Portuguese energy sector, as a strategic sector, arise. An attempt will be made to exploit the significant growth in investment in this sector in recent years and, if possible, project some evolutionary trends for the future. Hereupon, it is important to theorize between the trade-off that supports the debate on this topic: on the one hand, the need for capital and, on the other, energy security. In the last chapter, I´ll try to test the applicability of these assumptions to the 2019 solar auction.
