Oficial de Marinha e engenheiro hidrógrafo, Hugo Carvalho de Lacerda Castelo Branco foi uma figura com múltiplas facetas: estudioso e produtor de conhecimento científico, oficial de Marinha preocupado com questões navais e o papel da instituição, mas ainda com ideias próprias sobre o país e o seu futuro que assentaria na prosperidade das províncias ultramarinas. Hugo de Lacerda notabilizou-se como engenheiro hidrógrafo, usando a sua reputação para promover reformas no ensino e organização dos serviços hidrográficos nacionais, sempre tendo em vista a ligação com as colónias. A sua carreira foi construída principalmente ao serviço do melhoramento das infraestruturas portuárias do ultramar português, nomeadamente em Lourenço Marques, onde cunhou a sua reputação de especialista em obras hidráulicas, passando por S. Tomé e Príncipe, e terminando com especial notoriedade em Macau. A história da recuperação do porto de Macau inicia-se no princípio da década de 80 do século XIX, com o sinal de alarme para o seu estado de degradação, principalmente por consequência do assoreamento elevado. Contudo, seria apenas no fim do primeiro quartel do século XX, após anos de esforço titubeante que os melhoramentos do porto de Macau seriam finalmente levados a efeito. Hugo de Lacerda desempenhou um papel capital nesse processo, começando por exercer influência enquanto Capitão dos Portos, e acabando a dirigir as derradeiras obras de construção do porto. A sua carreira, ligada ao fomento dos portos das colónias terminaria em crescendo, ao dotar Macau com um novo Porto e, por isso, novas possibilidades. O «Almirante Lacerda» chegou ainda a ocupar o cargo de governador da província, deixando o seu nome gravado na história da Cidade do Santo Nome de Deus e do seu Porto.

His career was mainly built in the improvement of port infrastructures of Portuguese overseas territories, particularly in Lourenço Marques, where he forged his reputation as a colonial port expert, São Tomé and Príncipe, and finishing with great notoriety in Macau. The history Macau port’s revival begins in the early 1880s, with the alarm signal to its degraded condition, mainly due to severe silting. However, it would only be at the end of the first quarter of the 20th century, after years of faltering efforts, that the renewal and upgrade of the Macau’s port would finally come to be. Hugo de Lacerda played a pivotal role in this process, starting by exerting influence as Harbourmaster, and ultimately resulting in him overseeing the port’s construction works. His career, linked to the development of the colonies' ports, would thus end on a high note, providing Macau with a new port and therefore new possibilities. 'Admiral Lacerda' even held the position of governor of the province, leaving his name etched in the history of the City of the Holy Name of God and its Port.
