| dc.description.abstract | Tendo sido publicado a 15 de janeiro de 2003, o Decreto-Lei 7/2003 que tornou obrigatória a elaboração da Carta Educativa por todas as Câmaras Municipais começou realmente a produzir efeitos apenas alguns anos mais tarde, com a estruturação do ordenamento da rede educativa e posteriormente com a transferência da gestão do ensino pré-escolar e básico para as autarquias. Este foi um processo moroso, já anteriormente tentado noutros moldes com a Carta Escolar que acabou por não produzir grandes resultados, levando alguns anos mais tarde à criação da Carta Educativa. Considerado um objetivo fundamental do Programa do XV Governo Constitucional, a concretização da descentralização administrativa e a introdução da Carta Educativa no sistema de ensino visou uma “dinâmica de modernização do Estado e um modelo de organização administrativa tendente à obtenção de melhores níveis de satisfação das necessidades reais dos cidadãos (…) ”, assumindo “particular relevância a concretização da transferência de atribuições e competências da administração central para as autarquias locais (…), competências na área da realização de investimentos por parte dos municípios, nos domínios da construção, apetrechamento e manutenção dos estabelecimentos da educação pré-escolar e do ensino básico, referindo-se, ainda, à gestão do pessoal não docente dos estabelecimentos de educação e ensino” (Decreto-Lei 7/2003) A Carta Educativa de Lisboa, concluída apenas em março de 2008, tem atualmente em curso o seu processo de revisão, tentando com essa revisão alcançar alguns objetivos ambiciosos, quer em termos de abrangência e temáticas, quer em termos de horizonte temporal de planeamento da rede e sua articulação com estratégias e planos de desenvolvimento da cidade. Este trabalho vai tentar ser um complemento do processo de revisão em curso, procurando fazer referências ao enquadramento legal da Carta Educativa, à sua relevância no planeamento das escolas da rede pública e ao seu impacto no desenvolvimento do território municipal, dando contributos metodológicos e conceptuais para a “nova Carta Educativa” e procurando elaborar um “Retrato Educativo” de Lisboa, tomando em consideração diversas escalas de análise. | pt_PT |
| dc.description.abstract | Having been published on 15 January 2003, Decree-Law 7/2003 which made mandatory the establishment of the Educational Charter for all Municipalities really began to take effect just a few years later with the structuring of the planning of the educational network and later with the transfer of management of preschool and primary education to municipalities. This was a lengthy process, already tried in a mold with the School Charter which did not produce great results, leading some years later to the creation of the Educational Charter. Considered a fundamental objective of the XV Constitutional Government Program, the implementation of administrative decentralization and the introduction of the Educational Charter in the education system aimed at a "dynamic modernization of the State and an administrative organization model aimed at achieving better levels of satisfaction of needs real citizens (...)", taking "particular relevance to achieving the transfer of powers of the central government to local authorities (...), expertise in the area of investments by municipalities in the areas of construction, equipping and maintenance of establishments of preschool education and basic education, referring also to the management of non-teaching staff of educational establishments and teaching" (Decree-Law 7/2003) The Educational Charter of Lisbon, completed only in March 2008, currently has underway its review process, trying with this review achieve some ambitious goals, both in terms of scope and themes, both in terms of time horizon of network planning and its linkage with strategies and city development plans. This paper will try to be a complement to the ongoing review process, seeking to make references to the legal framework of the Educational Charter, its relevance in the planning of public schools and their impact on the development of the municipal territory, giving methodological and conceptual contributions to the "New Educational Charter" and developing a "Educational Portrait" of Lisbon, taking into account the different scales of analysis. | pt_PT |
