O presente relatório descreve e analisa as actividades desenvolvidas durante o estágio curricular realizado para a conclusão do 2º ciclo de estudos conducente ao grau de mestre em Ciências da Educação na área de especialização de Administração Educacional.
O estágio foi realizado na Câmara Municipal de Odivelas, na divisão de Planeamento e Intervenção Socioeducativa, onde desenvolvi actividades no âmbito da Componente de Apoio à Família. No âmbito do estágio, foi efectuado um projecto de investigação que teve como problemática a questão dos agrupamentos de escolas, mais concretamente numa lógica de reorganização da rede escolar, que tem em vista a racionalização e gestão descentralizada da rede de ofertas de ensino, através da consolidação do processo de agregações de agrupamentos de escolas, privilegiando a verticalização pedagógica e organizacional de todos os níveis de ensino.
Este processo de verticalização implica constituir agrupamentos com escolas de todos os níveis de ensino, ficando a gestão dos mesmos em estabelecimentos de ensino secundário. Esta nova reorganização da educação satisfaz o princípio de adequação da rede de oferta de ensino às necessidades identificadas em cada comunidade e em cada município. Para que este fim se concretize deve prosseguir-se um processo de descentralização progressiva de competências para os estabelecimentos de ensino.
A componente de investigação do presente relatório tem como principal objectivo compreender o impacto desta reorganização no concelho estudado.
Do ponto de vista metodológico, a investigação teve uma abordagem de carácter qualitativo, numa perspectiva naturalista de tipo descritivo e interpretativo, desenvolvida predominantemente a partir de informação qualitativa.
O instrumento utilizado para recolher a informação foi a entrevista realizada aos actores locais, directores de agrupamento e escolas não agrupadas, enquanto protagonistas da regulação intermédia da Educação.
Utilizou-se também o recurso à análise documental e à observação directa complementando a perspectiva da administração educacional com uma análise do enquadramento legislativo relativo às competências dos municípios.
The present report describes and analyzes the activities performed during the curriculum stage to complete the second cycle of studies leading to master's degree in Education in the area of specialization in Educational Administration. The stage was held at the City Hall of Odivelas Municipality, Division of Planning and Socio-educational intervention, where I develop activities under Component Family Support. During the stage, a research project was made that had as problematic the issue of school clusters, namely the logic of reorganization of the school network, aimed at streamlining and decentralized network of education facilities by consolidation of aggregates of clusters of schools, focusing on pedagogical and organizational vertical integration of all levels of education. This process involves vertical form groupings with schools at all levels of education, getting their management in secondary schools. This new reorganization of education satisfies the principle of education provision system to the needs identified in each community and each municipality. For this purpose, a gradual process of decentralization of powers to the schools must take place. The research component of this report is aimed mainly at understanding the impact of this reorganization in the county studied. From the methodological point of view, the investigation was an approach of a qualitative nature in a naturalistic perspective of descriptive and interpretative type, predominantly developed from qualitative information. The instrument used to gather information was the interview to local actors, directors of clusters of schools and schools not grouped, as protagonists of intermediate regulation of education. We also used document analysis and direct observation complementing the perspective of educational administration with an analysis of the legislative framework concerning the powers of municipalities.
