Esta dissertação revê e reavalia a utilização de uma teoria de estádios de desenvolvimento dos sistemas de informação num ambiente onde as redes de computadores têm um papel determinante e onde as organizações que disponibilizam informação para a economia constituem o objecto de análise. Considerando a formulação dos estádios de desenvolvimento numa constante mutação através da alteração das variáveis de análise, desenvolvemos uma métrica aplicável à chamada era das redes onde se consideraram relevantes as características do sítio e as características da informação que o sítio disponibiliza. Ao longo de três anos, recolhemos dados sobre dezasseis organizações que disponibilizam informação para a economia. Os dados relativos ao primeiro ano (1999) permitiram-nos pôr a hipótese da existência de quatro estádios: início da disponibilização de dados e publicações, procura de actualidade, procura da integridade temporal e abertura ao analista, embora só os três primeiros tivessem uma manifestação efectiva. Os dados relativos aos anos seguintes (2000 e 2001) confirmaram o sentido da evolução, mas não conseguiram evidenciar uma efectiva concretização da abertura ao analista. Assim, concluímos que se torna necessária uma transformação cultural com múltiplas dimensões que leve à remoção dos obstáculos à transição para aquele estádio.
This dissertation reviews and re-evaluates the use of a stages of growth theory for information systems in an environment where the computer networks have a determinative paper and whose object are organizations that make available information about economy. Considering the formulation of stages of growth in a constant mutation through modification of variables of analysis, we develop a metric applicable to networks era, where the characteristics of the site and the characteristics of the information that the site makes available are the relevant elements. Throughout three years, we have been collecting data on sixteen organizations. The data relative to the first year (1999) allowed to put the hypothesis of the existence of four stages: beginning of offering of data and publications, search of actuality, looks for integrity in time and opening to the analyst, even so the three first ones only had an effective manifestation. The data relative to following years (2000 and 2001) confirmed the direction of the evolution, but they were not able to evidentiate an effective concreteness of the opening to the analyst. Thus, we conclude that a cultural transformation with multiple dimensions becomes necessary to led to the removal of the obstacles to the transition for that stage.
"Voluntary approach to environmental regulation" is defined as an environmental action voluntarily adopted by the companies, as a result either of their own initiative or of coordination with the public agent. This thesis aims to contribute to the microeconomic modelization of the voluntary approach to environmental regulation. The Portuguese experience with voluntary approaches motivates the models developed in the text. The models tackle three main concerns: (a) what is the voluntary approach's contribution to the efficiency of environmental regulation under imperfect information, which is dealt with in Chapter II resorting to a "moral hazard model with hidden information"; (b) which are the factors that influence the negotiation between regulator and companies, which is dealt with in Chapter III using a "Nash bargaining model"; (c) which types of relations exist among the private agents when they consider to participate in a voluntary action, which is dealt in Chapter IV under a "collective action game" analysis framework A summary of the main concepts related with voluntary approaches, namely their characterization and motivations for public and private participation, are presented in Chapter I.
