O Hospital Distrital de Santarém
, como outros organismos do Serviço Nacional de Saúde,
sofre com as dificuldades de financiamento do setor
da saúde
e com as medidas de
reorganização que resultam
d
o
Programa de Assistência Financei
ra,
permitindo
,
através de
um estudo de caso exploratório
,
refletir sobre
o impacto das mesmas na prestação de
cuidados de saúde nos hospitais do SNS.
O exercício da atividade regulatória independente poderá eventualmente colidir com o
papel
do Estado
enquanto
principal ator no
setor
da saúde, em particular numa conjuntura
que obriga à redução da despesa e dos níveis de prestação ou de qualidade dos serviços
públicos de saúde.
A forma como essa regulação é percecionada pelos regulados do setor público,
em
particular o setor hospitalar do SNS, é relevante para avaliar a sua importância em tempos particularmente exigentes.
Portugal signed in 2011, a Financial Assistance Pro gram with the EU / IMF, which includes a Memorandum of Understanding with implica tions in the regulatory framework of the health sector and it’s organization. The eff ort required to reduce the public spending in health sector will have potential impacts on the provision of health care and, possibly, on quality and accessibility to such health care. Hospital Distrital de Santarém, like others NHS org anizations, suffers from financial difficulties and from the reorganization measures r esulting the Financial Assistance Program EU / IMF, which allows us through an explor atory case study to reflect about their impact on the provision of public health care in NHS hospitals. The exercise of independent regulatory activity may eventually collide with the role of the state as the main actor in the health sector, parti cularly in an environment that requires the reduction of expenditure and levels of performance or quality of public health services. How the regulated public sees this regulation secto r, particularly by the NHS hospitals, is relevant to assess its importance in this particula rly demanding times.
