Na actual conjuntura, em que os conflitos entre Estados são cada vez menos frequentes do que no passado, multiplicam-se os riscos e ameaças a nível intra-estadual e que ameaçam cada vez mais a estabilidade local e regional em todo o mundo. A segurança humana, ou seja, a segurança das pessoas e comunidades, torna-se crucial neste contexto, uma vez que o crescimento económico e desenvolvimento se devem fazer acompanhar da melhoria das condições de vida das populações, sob pena do desenvolvimento não ser sustentado. Com a presente dissertação, pretendo analisar a relação intrínseca entre segurança humana e desenvolvimento no caso de Angola, um país de amplas potencialidades mas que ainda enfrenta a pesada herança da guerra civil e cujas desigualdades sociais, antagónicas ao impressionante crescimento económico dos últimos anos, fazem com que o país tenha um longo caminho a percorrer de modo a assegurar a segurança humana dos seus cidadãos.
Insecurity caused by states to other states is less frequent than in the past but it is more and more important to pay attention to the domestic risks and threats that jeopardise local and regional stability and make populations and communities extremely vulnerable around the world. Development should work in connexion with human security and should serve to take populations out of poverty and make their livelihoods sustainable. With this dissertation I set out to analyse the link or nexus between human security and development in the case of Angola, a country with a lot of potential but still carrying a heavy burden from the civil war and whose deep social inequalities, in sheer contrast with the impressive economic growth of recent years, make us believe there is still a long way to go to ensure human security of the citizens.
