A proposta do Balanced Scorecard para a Unidade Local de Saúde da Guarda constitui o propósito do presente trabalho. As organizações de saúde, como as Unidades Locais de Saúde, estão delineadas a uma determinada área geográfica e direcionadas para a integração e interligação dos vários tipos de cuidados de saúde, tendo como foco principal o cidadão-utente e a comunidade. Através da revisão da literatura procurou-se destacar os aspetos mais relevantes para a elaboração do presente trabalho. Assim, pretende-se proporcionar à organização uma ferramenta de gestão que melhore o desempenho, devidamente assente no seu plano estratégico, produza o alinhamento e contribua para a criação de valor ao utente, à comunidade e à própria organização. A proposta final está espelhada no Mapa Consolidado e encontra-se pronta a ser utilizada pela gestão de topo.
The purpose of this work is the proposal of the Balanced Scorecard for the Local Health Unit of the city of Guarda. Health organizations, such as Local Health Units, are outlined to a specific geographical area aiming at the integration and interconnection of the various types of health care, benefiting mostly the citizen-user and the community. This document presents the most relevant aspects to this process retrieved through a literature review on the subject. The intention is to present a management tool which improves performance, based on the organization's strategic plan, produces alignment and contributes to creating better value for the citizen-user, the community and the organization itself. The final proposal is mirrored in the Consolidated Map and is ready to be used by top management.
