A presente dissertação analisa o papel da Diplomacia Digital enquanto instrumento da Diplomacia Pública portuguesa, entre 2016 e 2023, período marcado pela aceleração da digitalização diplomática devido a eventos globais como a pandemia da COVID-19 e o reforço das questões de cibersegurança. O objetivo central consiste em compreender de que forma Portugal tem recorrido às plataformas digitais para promover a sua política externa, projetar valores e reforçar a sua imagem no cenário internacional. Metodologicamente, o estudo assume uma natureza qualitativa, de carácter descritivo e analítico. Trata-se de uma investigação baseada na análise de informação pré-existente e de dados empíricos, adotando uma abordagem multidisciplinar que combina análise documental, entrevistas a diplomatas e especialistas da área, e a análise das redes sociais do Ministério dos Negócios Estrangeiros, do Instituto Diplomático e das suas representações diplomáticas (Facebook e Instagram). Esta combinação permitiu avaliar métricas de alcance, frequência e interação, bem como identificar narrativas e estratégicas de comunicação digital. A revisão da literatura e o enquadramento teórico, assente no pluralismo e no construtivismo social, constituem o suporte conceptual da investigação. Os resultados demonstram que a Diplomacia Digital não substitui a diplomacia tradicional, mas reforça-a, ao ampliar a transparência, a proximidade e a capacidade de diálogo com públicos diversificados, sobretudo jovens. O caso português evidencia avanços significativos, mas também a necessidade de maior investimento em recursos humanos especializados e numa estratégia digital coesa que consolide a presença internacional de Portugal no espaço online.
This dissertation examines the role of Digital Diplomacy as an instrument of Portuguese public diplomacy between 2016 and 2023, a period shaped by the rapid digitalization of diplomatic practices due to global events such as the COVID-19 pandemic and the growing importance of cybersecurity. The main objective is to analyze how Portugal has used digital platforms to advance its foreign policy, project national values, and strengthen its international image. Methodologically, the research adopts a qualitative, descriptive, and analytical approach. It is based on the analysis of pre-existing information and empirical data, following a multidisciplinary perspective that combines documentary analysis, interviews with diplomats and field experts, and the analysis of the social media platforms of the Ministry of Foreign Affairs, the Diplomatic Institute, and Portuguese diplomatic representations (Facebook and Instagram). This combination made it possible to evaluate metric such as reach, frequency, and engagement, as well as to identify digital communication narratives and strategies. The literature review and theoretical framework, grounded in pluralism and social constructivism, provide the conceptual support for the research. The results show that Digital Diplomacy does not replace traditional diplomacy but rather strengthens it by increasing transparency, proximity, and the capacity for dialogue with diverse audiences, particularly younger generations. The Portuguese case reveals significant progress, but also highlights the need for greater investment in specialized human resources and for a more cohesive digital strategy to consolidate Portugal’s international in the online sphere.
