Esta atual dissertação apresenta como temática a “Avaliação da Introdução dos Novos
Passes Intermodais na AML”, do qual, o novo sistema tarifário teve um grande relevo
para a mobilidade urbana da AML.
A mobilidade urbana constitui um elemento central para a qualidade de vida das
populações. Esta dissertação pretende abordar a influência dos passes multimodais na
comunidade metropolitana, assim como, discutir de que forma a sua introdução pode
contribuir para a redução das emissões de Gases de Efeito de Estufa (GEE), associadas à
utilização do transporte privado, pela promoção e aumento da utilização do Transporte
Público.
O presente trabalho é constituído por oito capítulos, estando estes divididos em cinco
partes. Na primeira parte, são abordados os vários tipos de sistemas de financiamento do
Transporte Público, quais os seus contribuintes e de que forma os utilizadores de
Transportes Privados podem contribuir para esse financiamento. Na segunda parte, é
discutido o princípio do Sistema Tarifário, os tipos de zonamento, assim como os
diferentes modelos, é também apresentada, como exemplo, uma reflexão relativamente
aos sistemas de tarifários em Madrid e Paris. Na terceira parte, são explicadas as várias
opções modais existentes, para uma melhor compreensão dos tipos de transporte
disponibilizados na Área Metropolitana de Lisboa. Na quarta parte, constituída por dois
capítulos, é discutida a evolução da oferta e da procura dos transportes, da repartição
modal, assim como do modelo de coroas na AML. Serão, ainda, abordados os atuais
passes multimodais e a sua influência nas comunidades presentes na AML. A última
parte, desta dissertação, retrata o Programa de Apoio à Redução Tarifária (PART), que
teve como objetivo o decréscimo do valor das tarifas relativamente aos sistemas de
Transporte Público.
Por fim, pretende-se, ainda compreender quais foram os efeitos económicos para a
Área Metropolitana de Lisboa, devido ao vírus COVID-19.
This current dissertation has as its theme the “Avaliação da Introdução dos Novos Passes Intermodais na AML”, of which the new tariff system had a great importance for the urban mobility of the AML. Urban mobility is a central element for the quality of life of populations. This dissertation aims to address the influence of multimodal passes in the metropolitan community, as well as discuss how their introduction can contribute to the reduction of Greenhouse Gas (GHG) emissions associated with the use of private transport, by promoting and increasing the use of Public Transport. The present work consists of eight chapters, which are divided into five parts. In the first part, the various types of financing systems for Public Transport are discussed, which are their contributors and how Private Transport users can contribute to this financing. In the second part, the principle of the Tariff System is discussed, the types of zoning, as well as the different models, it is also presented, as an example, a reflection on the tariff systems in Madrid and Paris. In the third part, the various existing modal options are explained, for a better understanding of the types of transport available in the Lisbon Metropolitan Area. The fourth part, consisting of two chapters, discusses the evolution of supply and demand in transport, the modal split, as well as the model of crowns in the AML. The current multimodal passes and their influence on the communities present in the AML will also be addressed. The last part, of this dissertation, portrays the Tariff Reduction Support Program (PART), which aimed to decrease the value of tariffs in relation to Public Transport systems. Finally, it is also intended to understand what the economic effects for the Metropolitan Area of Lisbon were, due to the COVID 19 virus.
