Tem-se vindo a notar uma crescente aposta na reabilitação do edificado existente em detrimento da construção nova devido a diversas questões de natureza social e urbana, ainda mais acentuada no que diz respeito ao património histórico, sinais evidentes da resposta de uma sociedade que começa a aperceber-se do potencial deste tipo de edifícios para finalidades que, além de economicamente viáveis, contribuem diversificadamente para a regeneração urbana.
Este trabalho tem por objetivo elaborar uma dissertação sobre a reabilitação e ampliação do edifício-sede da junta de freguesia de Carnide também designado por Palácio da Quinta do Caupers, atual Quinta das Pimenteiras, edifício classificado sob o regime de proteção patrimonial, assim como a requalificação dos espaços públicos a ele associados, vindo ao encontro das atuais diretivas camarárias. Procura-se igualmente demonstrar que reabilitar é o primeiro passo em prol de uma cidade sustentável, viva e com memória, memória que é um dos atributos fundamentais que distingue o ser humano do animal. A continuidade da habitação ou adaptação do uso de um edifício histórico para atividades atuais não destrutivas é a melhor forma de recuperar e conservar as suas características, permitindo, pois, o usufruto e a compreensão da arquitetura setecentista a contento de todos, utentes diretos e cidadãos em geral.
No que concerne à intervenção arquitetónica, esta consiste numa reabilitação e ampliação do edifício-sede da junta de freguesia de Carnide, atualmente mais dedicado à área administrativa, no pressuposto de esta passar a integrar uma futura extensão ao edificado, mantendo as fachadas existentes, dando assim primazia ao seu valor histórico, patrimonial e arquitetónico, privilegiando estes valores em relação à função burocrática e administrativa, consolidando desta forma uma ampliação dotada de uma estética contemporânea que ficaria dedicada a novas valências e melhoria da funcionalidade própria, resultando uma maior ligação à comunidade, no respeito e consideração da problemática contemporânea da intervenção em património construído, através de uma componente interdisciplinar entre a Arquitetura, História e Reabilitação.
There has been an increasing focus on rehabilitating existing buildings rather than constructing new ones, due to various social and urban issues. This is especially true for historical heritage sites, which are clear indicators of society recognizing the potential of these buildings for economically viable purposes that contribute to urban regeneration in multiple ways. This project aims to propose a rehabilitation and expansion plan for the Headquarters of the Carnide Parish Council, also known as Palácio da Quinta do Caupers (currently Quinta das Pimenteiras). This building is classified under heritage protection and the project includes the requalification of associated public spaces, in line with current municipal directives. It also seeks to demonstrate that rehabilitation is the first step towards creating a sustainable and vibrant city with a sense of history, which is a fundamental attribute that distinguishes humans from animals. By preserving and adapting historic buildings for non-destructive activities, we can recover and conserve their unique characteristics, allowing everyone, including direct users and citizens, to appreciate and understand 18th-century architecture. Regarding the architectural intervention, this encompasses the rehabilitation and expansion of the headquarters building of the Carnide parish council. The building is currently predominantly dedicated to the administrative area, with the assumption that it will integrate a future extension while maintaining the existing facades. This approach prioritizes the historical, heritage, and architectural value of the building, emphasizing these aspects over its bureaucratic and administrative function. The expansion will be equipped with a contemporary aesthetic, dedicated to incorporating new features and improving functionality. The overall aim is to establish a stronger connection to the community, while respecting and considering contemporary issues related to intervention in built heritagpecting and considering contemporary issues related to intervention in built heritage.
