O presente trabalho de investigação pretende concretizar, desenvolver e avaliar um modelo de risco de prevenção de branqueamento de capitais de compradores de imóveis (pessoas singulares ou coletivas). O modelo de risco terá o objetivo de elucidar o intermediador quanto ao risco do comprador, podendo confirmar uma suspeita ou alertar para uma suspeita. Não sendo vinculativo o risco proposto pelo modelo, este trabalho trata-se de um sistema de apoio à decisão com base num modelo de risco. O modelo foi construído com base nas recomendações do FATF, na Lei nº83/2017 e no Regulamento nº276/2019 para os elementos a ter em conta no modelo e em entrevistas com peritos na área da imobiliária, desde diretores comerciais ao IMPIC que forneceram igualmente alguns elementos para aferição de risco, assim como na atribuição do nível de importância para cada elemento. Depois das entrevistas, os dados relevantes foram recolhidos e conjugados de forma a estabelecer a lógica do modelo. Assim, o modelo foi desenvolvido em PHP, com ligação a uma base de dados, onde vai buscar informação acerca do risco a ter em conta para cada elemento no modelo. Para avaliar o modelo de decisão, foi disponibilizado a colaboradores de diversas agências do ramo imobiliário para o testar com diversas hipóteses de clientes fictícios. Após o teste, responderam a um inquérito com o intuito de averiguar se confiam no risco apresentado pelo modelo, bem como a facilidade de uso e se o mesmo é útil para o desenrolar da atividade profissional.
This research aims to develop and evaluate a money laundering risk model for real estate buyers (individual or firms). The risk model will aim to elucidate the broker regarding buyer risk of money laundering which can confirm a suspicion or alert to a suspicion. Because the risk proposed by the model is not definitive, this paper is a decision support system based on a risk model. The model was built on the FATF recommendations, Law No.83/2017 and Regulation No. 276/2019 for the elements taken into account in the model and in interviews with real estate experts, from commercial directors to IMPIC who also provided some elements for risk measurement, as well as assigning the level of importance to each element. After the interviews, the relevant data were collected and combined in order to establish the logic of the model. Thus, the model was developed in PHP, with the connection to a database, where it will fetch information about the risk to consider for each element in the model. To evaluate the decision model, it was made available to employees of various real estate agencies to test it with various hypotheses of fictitious clients. After the test, agents responded to a survey to ascertain whether they trust the risk presented by the model, as well as the ease of use and if it was useful for their professional activity.
