Abstract(s)
O desenvolvimento do capital humano é considerado fundamental para o desenvolvimento de um país. Os países em desenvolvimento, sobretudo os países insulares, como é o caso de Cabo Verde, onde há falta de recursos naturais, secas prolongadas, e entre outros condicionantes, apostaram fortemente no capital humano como pilar do modelo de desenvolvimento.
Sendo assim, desde a sua independência, em 1975, o capital humano tem sido sempre umas das áreas prioritárias nos vários planos de desenvolvimento de Cabo Verde, embora com maior protagonismo no período democrático.
Dadas as suas vulnerabilidades, Cabo Verde é um país dependente do exterior. Neste sentido, desde muito cedo, o país procurou aumentar a sua rede de cooperação com o exterior no sentido de conseguir recursos para promover o seu desenvolvimento. A nossa investigação conclui que a cooperação externa teve um papel determinante na formação do capital humano em Cabo Verde como fator infraestrutural de desenvolvimento.
The development of human capital is considered to be crucial for the development of a country. Developing countries, especially as the island ones, as is the case of Cape Verde where there are: lack of natural resources, prolonged droughts and among other conditions, invested strongly on the human capital as the cornerstone of the development model. Thus, since its Independence in 1975, human capital has always been one of the priority áreas in several plans for development of Cape Verde, althought with greater protagonism in the democratic period. Given its vulnerability, Cape Verde is a country dependent on the outside. In this sense, early on, the country sought to increase its cooperation network with the outside in order to manage resources to promote its development. Our research concludes that external cooperation played a key role in the formation of human capital in Cape Verde as infrastructural factor of development.
