âA Europa nĂŁo se farĂĄ de um golpe, nem numa construção de conjunto, far-se-ĂĄ por meio de realizaçÔes concretas que criem em primeiro lugar uma solidariedade de factoâ â Declaração Schuman (9 de Maio de 1950).
As PolĂticas PĂșblicas desempenham um papel determinante na Economia na medida em que a gestĂŁo e a alocação de recursos financeiros produzem implicaçÔes diretas no crescimento econĂłmico e no desenvolvimento dos paĂses.
O projeto europeu sofreu ao longo das dĂ©cadas inĂșmeras transformaçÔes e diversos desafios internos e externos, no entanto âBeyond differences and geographical boundaries there lies a common interestâ â Jean Monnet.
Refletir acerca da importĂąncia das PolĂticas PĂșblicas europeias implica uma anĂĄlise dos Fundos Europeus Estruturais e de Investimento disponĂveis aos Estados-Membros, designadamente, o Fundo Social Europeu, o Fundo Europeu AgrĂcola de Desenvolvimento Rural, o Fundo de CoesĂŁo, o Fundo Europeu dos Assuntos MarĂtimos e das Pescas e por Ășltimo, o Fundo Europeu de Desenvolvimento Regional.
Tendo em linha de conta que os Fundos Europeus Estruturais e de Investimento constituem o instrumento financeiro mais utilizado por parte da UniĂŁo Europeia para promover o crescimento econĂłmico e acelerar o processo de convergĂȘncia, procede-se Ă anĂĄlise pormenorizada do caso portuguĂȘs.
Neste sentido, a compreensĂŁo da afetação e utilização destes fundos comunitĂĄrios no nosso PaĂs Ă© essencial para inferir se a sua implementação conduziu ou nĂŁo Ă melhoria dos Ăndices nacionais no seio do espaço comunitĂĄrio.
Acresce ainda o facto de a UniĂŁo Europeia se deparar neste momento com a saĂda de um dos Estados-Membros (Reino Unido) mais relevantes e significativos sob o ponto de vista econĂłmico, financeiro, geogrĂĄfico e social.
Desta forma, afigura-se necessĂĄrio que os atuais Estados-Membros utilizem numa Ăłtica de congregação de esforços o potencial dos diferentes paĂses na construção de uma economia europeia sĂłlida, verde e preparada para enfrentar os desafios futuros que se avizinham.
Por este motivo e atendendo Ă s propostas da ComissĂŁo de alteração da regulamentação comunitĂĄria acerca dos Fundos Europeus Estruturais e de Investimento examinam-se as modificaçÔes futuras nesta matĂ©ria associadas ao PerĂodo de Programação pĂłs 2020.

Public Policies play a key role in the economy as management and allocation of financial resources have direct implications for countries economic growth and development. The european project has undergone countless transformations and several internal and external challenges over the decades, however âBeyond differences and geographical boundaries there lies a common interestâ- Jean Monnet. Reflecting on the importance of European Public Policies implies an analysis of the European Structural and Investment Funds available to the Member States, such as the European Social Fund, the European Agricultural Fund for Rural Development, the Cohesion Fund, the European Maritime Fund and Fisheries and lastly and the European Regional Development Fund. Taking into account that the European Structural and Investment Funds are the most used financial instrument of the European Union to promote economic growth and accelerate the convergence process, a detailed analysis of the Portuguese case is carried out. In this sense, understanding the allocation and use of these community funds in our country is essential to infer whether their implementation led to the improvement of national indices within the community. In addition, the European Union is now facing the departure of one of the most significant and economically, geographically and socially significant Member States, the United Kingdom. Itâs therefore necessary for current Member States to use the potential of different countries to build a solid, green european economy prepared to meet the challenges ahead. For this reason and in the light of the Commission's proposals for amendments to the community rules on the European Structural and Investment Funds, future changes in this area associated with the post-2020 programming period will be examined.
