O objetivo principal deste trabalho é analisar o papel desempenhado pelo Conselho de Segurança da Organização das Nações Unidas diante da ameaça representada pelo terrorismo internacional e de como essa atuação tem influenciado a evolução do Direito Internacional. A abordagem proposta tem foco na análise das resoluções adotadas pelo Conselho de Segurança entre 1999 e 2011, com particular atenção para os aspectos jurídicos que caracterizam o tríplice regime composto pelas Resoluções Nº 1267 (1999), Nº 1373 (2001) e Nº 1540 (2004).
The main purpose of this paper is to analyze the role played by the Security Council on the threat posed by international terrorism and how this activity has influenced the evolution of international law. The proposed approach focuses on the analysis of the resolutions adopted by the Security Council between 1999 and 2011, with particular attention to the legal aspects that characterize the triple system composed by Resolutions 1267 (1999), 1373 (2001) and 1540 (2004).
L'objectif principal de cet article c’est analyser le rôle joué par le Conseil de Sécurité des Nations Unies, contre la menace posée par le terrorisme international et la façon dont cette activité a influencé l'évolution du droit international. L'approche proposée met l'accent sur l'analyse des résolutions adoptées par le Conseil de Sécurité entre 1999 et 2011, avec particulière attention aux aspects juridiques qui caractérisent le triple système composé par les Résolutions 1267 (1999), 1373 (2001) et 1540 (2004).
