Resumo(s)
Este trabalho destaca o Sistema de Planeamento e o contexto do processo de planeamento português,
abordando o ordenamento do território e o seu relacionamento com as políticas públicas. Os
fatores económico, financeiro, político e a componente técnica relacionam-se e influenciam os
temas abordados. Numa fase inicial, a revisão dos conceitos recaiu sobre as posições dos autores
que fundamentam a importância que os temas tomam perante a sociedade. Também foi abordado
o enquadramento legal e a análise da programação e da prática do planeamento, o desempenho do
processo de planeamento atual e o contexto histórico do sistema de planeamento, enquadrados
no sistema de gestão territorial associado aos agentes e às estruturas da administração, tanto no
desenvolvimento de um plano, como na sua execução. Todas as fases do processo vão ser relacionadas
com casos reais, culminando, então, na comparação dos casos de estudo, na área em análise de Vila
Franca de Xira, que apoiaram a análise do instrumento do Plano de Pormenor. O objetivo foi perceber
onde o processo é mais frágil e como poderá haver uma vertente mais flexível e prática na execução
das transformações do território com o apoio dos instrumentos de gestão territorial.
ABSTRACT: This work highlights the planning system and the context of the Portuguese planning process, addressing the territory planning and its relationship with public policies. The economic, financial, political and technical factors are related and influence by the topics addressed. In an initial phase, the revision of the concepts fell on the positions of the authors that will base the importance that the subjects take in society. It also addressed the legal framework and analysis of planning and planning practice, the performance of the current planning process and the historical context of the planning system, within the territorial management system associated with the agents and the structures of the administration, both in the development of a plan, as in its implementation. All phases of the process will be related to real cases, culminating, then, in the comparison of case studies, in the Vila Franca de Xira study area, which supported the analysis of the Detail Plan instrument. The objective was to understand where the process is more fragile and how there could be a more flexible and practical strand in the transformations of the territory with the support of the territorial management instruments.
