O presente trabalho tem como objectivo a análise da dinâmica de adopção de ferramentas de e-Procurement nas empresas nacionais e a identificação dos riscos e dos benefícios inerentes à sua utilização. A adopção das ferramentas de e-Procurement tem sido um tópico de discussão nos últimos anos, a nível nacional, na Europa e mesmo a nível mundial. No entanto, a maioria dos estudos existentes analisam as ferramentas de e-Procurement como soluções a adoptar nas diferentes organizações qualquer que seja a sua dimensão e pouco se tem dito sobre os resultados desta adopção, principalmente nas empresas nacionais. O presente trabalho, através dos Casos de Estudo realizados, pretende caracterizar os processos de adopção existentes nas empresas analisadas, bem como identificar os riscos e os benefícios da utilização destas ferramentas. Tendo como base a teoria existente e a análise efectuada com a realização dos Casos de Estudo, são sugeridas algumas melhorias para o futuro (considerando a caracterização das empresas estudadas). Por fim, são apresentadas algumas medidas genéricas com vista à promoção da utilização das ferramentas de e-Procurement e à sua correcta integração dentro das diferentes organizações.
The purpose of this paper is to consider the dynamic analysis of the e-Procurement tools adoption process on the Portuguese enterprises and, the identification of risks and benefits conceming the usage of these tools. Over the last years, the adoption of e-Procurement tools has been a key concem on the National, European and Global levei. However, most of the current studies focus on the e-Procurement solutions on the implementation stage in the different companies, regardless the company-size. On the National levei, there is a lack of analysis in the adoption results evaluation on e-Procurement tools. The case studies, in the enterprises analysed, were developed in order to identify major risks and benefits of the adoption of e-Procurement tools and mechanisms that best supported those processes. Based on this analysis and on relevant field theory, it is suggested a model to characterize the organizational adoption options in the actual context.
