Após uma década da implantação da Rede Social em Portugal, programa que surge no contexto das
políticas sociais activas, assente na intervenção territorializada, na responsabilização e mobilização
da sociedade e de cada indivíduo no combate à pobreza e exclusão social, importa conhecer e
compreender melhor a relação entre estes fenómenos e o Programa, e como essa relação se
processa numa determinada unidade territorial. A dimensão empírica centrou-se no estudo da
percepção dos principais intervenientes da Rede Social sobre o seu impacto ao nível local no
combate à pobreza e exclusão social, mediante aplicação de um inquérito por questionário aos
representantes do Conselho Local de Acção Social e entrevistas a Técnicos com intervenção directa
e indirecta com a Rede Social. Partindo dos resultados, a Rede Social parece ser a estratégia mais
adequada para enfrentar o carácter multidimensional da pobreza e exclusão e dar a essa luta uma
perspectiva global de integração, articulação e promoção de desenvolvimento social. No entanto, o
estudo colocou em evidência a necessidade de se proceder a algumas mudanças que devem ser
encaradas como desafios, para que a Rede Social se possa constituir como verdadeiro instrumento
de combate à pobreza e exclusão social e expressão concreta de democracia participativa.
A decade after the implantation of the social network in Portugal, a program that appears in the active social politics context, based on the territorial intervention, mobility and holding responsible society and each individual in combating poverty and social exclusion, it is important to know and understand better the relation between these phenomenon and the Program, and how this relation occurs in a particular territorial unit. The empiric dimension was focused on studying the perception of Social Network main intervenients, concerning its local impact in combating poverty and social exclusion, by means of filling a questionnaire by the representative of the Local Council of Social Action and interviews made to technicians with direct and indirect intervention in the Social Network. From the results, the Social Network seems to be the most adequate strategy to face the multidimensional character of poverty and exclusion and also to give to that fight a global perspective of integration, articulation and social development promotion. However, the study evidenced the need to make some changes that must be seen as challenges, so that the Social Network can represent a real instrument to combating poverty and social exclusion and a concrete expression of a participating democracy.
