Partindo da observação empírica às discussões travadas na sociedade sobre manipulação de dados e
desinformação via redes sociais digitais, esta dissertação traz uma reflexão sobre quais
responsabilidades pelos efeitos nocivos da comunicação digital são evidenciadas e quais são
omitidas nos processos de responsabilização institucional. Por meio da abordagem metodológica
do Materialismo Cultural, elaborada por Raymond Williams, com fundamento na análise
materialista histórica de questões socioculturais, este trabalho pretende contribuir para um
diagnóstico mais preciso da problemática que envolve a comunicação digital e, consequentemente,
fomentar a elaboração de soluções que sejam efetivamente transformadoras da realidade social.
Starting from empirical observation of discussions taking place in society about data manipulation and disinformation by digital social networks, this thesis reflects on which responsibilities are highlighted and which ones are omitted in the process of institutional accountability for the harmful effects of digital communication in society. Using the Cultural Materialism method, developed by Raymond Williams, based on the historical materialist analysis of sociocultural issues, this work aims to contribute to a more accurate diagnosis of the problems involved in the digital communication scenario and, consequently, to the development of effective solutions.
