Os constrangimentos orçamentais na administração pública são por demais conhecidos e estes refletem-se, entre outros, na impossibilidade de substituição do software obsoleto existente numa parte significativa da administração pública portuguesa. O não investimento em novas ferramentas de trabalho, a diminuta ou inexistente formação dos trabalhadores, o número cada vez menor de trabalhadores nas instituições como resultado da não admissão na função pública, não tem permitido os ganhos de eficácia e eficiência que todos nós almejamos. O ensino superior também padece deste mal, contudo as suas restrições têm sido menores do que na restante administração pública e temos verificado que tem havido um esforço para promover a eficácia, eficiência e também a transparência, promovendo a aquisição de software com esse intuito. O presente trabalho versa sobre a implementação de uma aplicação de gestão documental, nomeadamente na implementação de wokflows na Divisão de Gestão de Recursos Humanos da Faculdade de Motricidade Humana da Universidade de Lisboa tendo como propósito a partilha do conhecimento dado que este estava completamente dependente do conhecimento tácito de cada um dos trabalhadores.
Budget constraints in public administration are too well known and these are reflected, among others, the irreplaceability of the existing obsolete software in a significant part of the Portuguese public administration. Failure to invest in new work tools, the tiny or non-existent training of workers, the dwindling number of workers in institutions as a result of non-admission in the civil service, has not allowed the effectiveness and efficiency gains that we all long for. Higher education also suffers from this evil, but their constraints have been lower than in the rest public administration and we have found that there has been an effort to promote the effectiveness, efficiency and also transparency, promoting the acquisition of software to this end. This paper deals with the implementation of an application document management, including the implementation of wokflows in the Division of Human Resources Management of the School of Human Kinetics at the University of Lisbon and its goal of sharing knowledge since it was completely dependent on the tacit knowledge of each of the workers.
