A presente investigação teve como principal objetivo analisar as condições laborais dos
trabalhadores imigrantes no setor dos cuidados institucionais prestados a idosos em
Portugal, realizando uma análise comparativa com os trabalhadores de nacionalidade
portuguesa.
Em primeiro lugar foram apresentadas as perspetivas e estudos académicos sobre
o tema a nível global, para retratar o setor dos cuidados. Foram mencionados a Cadeia
Global de Cuidados e o setor, tanto doméstico como institucional, formal e informal, a
nível internacional. Foi descrito ainda o setor dos cuidados em Portugal, com especial
enfoque no setor institucional de cuidados a idosos.
A segunda parte da análise baseou-se nos dados dos Quadros de Pessoal do ano
de 2019, disponibilizados pelo Ministério do Trabalho, Solidariedade e Segurança Social,
e, de forma complementar, em algumas entrevistas sobre o tema. O objetivo foi
compreender as condições laborais onde os trabalhadores do setor se inserem,
mencionando as principais caraterísticas sociodemográficas dos trabalhadores e as
principais diferenças ou semelhanças entre trabalhadores nacionais e estrangeiros, em
particular das quatro principais nacionalidades estrangeiras.
A presente investigação demonstrou a precariedade presente a nível global no
setor, procurando responder à questão: estarão as condições laborais mais precárias
associadas ao facto de se ser estrangeiro ou será um problema de todos os profissionais
do setor independentemente da nacionalidade? Os principais resultados indicam que as
condições laborais desfavoráveis existem para todos os trabalhadores do setor. Ainda
assim, os profissionais estrangeiros parecem ser ainda mais afetados pela precariedade do
que os restantes.
This research had as its primary goal to analyze the working conditions of immigrants in the institutional care sector provided to the elderly in Portugal, comparing and analyzing with Portuguese nationality workers. Firstly, the perspectives and academic studies on the topic at a global level were presented to portray the care sector. The Global Care Chain and the sector, both domestic and institutional, formal and informal, at an international level were mentioned. The care sector in Portugal was also described, with a special focus on the institutional sector of care for the elderly. The second part of the analysis was based on data from the 2019 Quadros de Pessoal, provided by the Ministry of Labour, Solidarity and Social Security, and, in a complementary way, some interviews on the topic. The objective was to understand the working conditions in which the workers of the sector are inserted, mentioning the main socio-demographic characteristics of the workers and the main differences or similarities between national and foreign workers, mainly approaching the four main foreign nationalities in Portugal. This research demonstrated the precariousness at a global level in the sector, seeking to answer the question: are the most precarious working conditions associated with being foreign or is it a problem for all professionals in the sector regardless of their nationality? The main results indicate that unfavourable working conditions are a reality for all workers in the sector. Nevertheless, foreign workers seem to be even more affected by precariousness than the other workers (national workers).
