Eficiência e valor em cuidados de saúde

Resumo(s)
O objectivo deste estudo é analisar em que medida a eficiência e o valor em cuidados de saúde, podem ser melhorados, tendo em conta, a evolução dos cuidados de saúde prestados aos utentes e a actual situação financeira e económica do nosso País.
Na tentativa de aumentar a eficiência e o valor, decidiu-se focar numa perspectiva actual de sistemas de informação, mais propriamente o e-health ou Saúde através da Internet.
As referências bibliográficas foram construídas através de pesquisas realizadas no PUBMED, sítio do Google académico, bem como sítios da internet do Ministério da Saúde, do Instituto da Farmácia e do Medicamento (INFARMED), Comissão Europeia, entre outras intituições relacionadas com a saúde. Foi igualmente consultada alguma legislação em vigor aplicada à saúde, em Portugal.
Foram identificados alguns dos problemas relativos ao sector da saúde, nomeadamente algumas falhas no Serviço Nacional de Saúde português e alguns desafios que poderão ser aplicados a médio e longo prazo, como por exemplo, mais especificamente, a aplicação de um processo de reforma e de desenvolvimento organizacional dos cuidados de saúde primários, com a aplicação de algumas linhas de acção e objectivos, alguns já implementados, que poderão assim aumentar a eficiência e a qualidade e consequentemente, o valor em cuidados de saúde.
Dentro dos objectivos estratégicos, concluiu-se que o e-health é, e será, uma boa opção para melhorar o actual sistema de saúde português.
This study’s goal is to analyze how the efficiency and the value in healthcare can be enhanced according to its evolution and given our country’s current financial and economic situation. In the attempt to improve the efficiency and the value, it was decided to focus in a current perspective of information systems, namely, the e-health or Health via the Internet. The bibliography was built through an extensive research in the website PUBMED, on Google Scholar and also in other official websites, such as, the Portuguese Health Ministry website, the Portuguese National Authority (INFARMED) website, the European Commission among other health institutions. It was also accessed the current Portuguese legislation regarding this subject. There were identified some of the health sector problems, such as, breaches in the Portuguese National Healthcare System and also some challenges that can be applied in a medium to long term, namely, the application of a restructuring and organizational development process of the primary healthcare, with the application of lines of action and goals that can raise the efficiency and quality, and hence, the value in healthcare. Within the strategic goals, it was concluded that e-health is, and will be, a good option to improve the current Portuguese Health System.
