O território conquistado pela habitação social no Recife entre 1964 e 2018: solução ou problema?

| dc.description.abstract | A habitação social é um tema contemporâneo que reflete uma condição socioeconômica do capitalismo no território, decorrente de circunstâncias incompletas de determinadas categorias sociais de adquirir a moradia sem a intervenção direta do poder público, por um lado, e de outro a habitação social se insere nas questões urbanas como um item indispensável do planeamento da cidade. Como fenômeno contemporâneo, é um debate teórico importante que extrapola limites nacionais de qualquer território, o que trouxe a adoção de cotejar a definição de “Ideologia Construída” entre Portugal e Brasil, para compreender a ideologia sobre a cidade e sua relação com habitação social. A cidade é um espaço vivo, transformativo e incidem elementos materiais e imateriais em seu espaço. As águas e o território vão ensejar restrições de uso e determinar o seu domínio, assim como a sua destinação. A partir de reflexão dos recursos hídricos, tanto em Portugal como no Brasil, ergue – se uma legislação específica que impõem restrições, e particularmente no Brasil, o ordenamento jurídico sobre os terrenos influenciados pelas águas impõe a propriedade ao Poder Público, notadamente à União. A cidade do Recife tem sua geografia marcada por cursos d’águas que cortam o seu território, e sua legislação específica, com a influência das marés, vão dar ensejo aos chamados terrenos de marinha, de domínio público e objeto de destinação para habitação social. O percurso investigativo desenvolveu uma metodologia mista, em razão das etapas erguidas para compreender a caracterização política, econômica, social e espacial do objeto de estudo: A habitação Social no Recife, entre 1964 a 2018. A investigação utilizou – se da metodologia analítica para a interpretação e revisão da literatura, fez uso da analogia para relacionar as questões ideológicas, Portugal e Brasil. Para a configuração dos modelos identificados de habitação social no Recife, a pesquisa partiu do método hipotético – dedutivo. Na localização dos conjuntos habitacionais, o mapeamento de caso a caso, pelo método hipotético indutivo, demostra a influência das terras públicas na habitação social. Após o caminho investigativo, verificamos que o território objeto da análise sofreu influência das políticas habitacionais e que decorreu das escolhas político – ideológicas, reflexo da “Ideologia Construída”, e o território, por sua abundância de terras públicas, terrenos de marinha e seus acrescidos, demonstrou tendência à destinação para a habitação social, à medida que se sucediam os períodos, identificando padrões estabelecidos em âmbito espacial e temporal. | pt_PT |
| dc.description.abstract | Social housing is a contemporary theme that reflects a socioeconomic condition of capitalism in the territory, resulting from incomplete circumstances of certain social categories of acquiring housing without the direct intervention of the government, on the one hand, and on the other hand, social housing is part of the urban issues as an indispensable item of city planning. As a contemporary phenomenon, it is an important theoretical debate that goes beyond the national limits of any territory, which led to the adoption of comparing the definition of “Built Ideology” between Portugal and Brazil, to understand the ideology about the city and its relationship with social housing. The city is a living, transformative space and material and immaterial elements affect its space. The waters and the territory will give rise to restrictions on use and determine their domain, as well as their destination. From the reflection of water resources, both in Portugal and in Brazil, a specific legislation is raised that imposes restrictions, and particularly in Brazil, the legal system on land influenced by water imposes ownership on the Public Power, notably on the Union. The city of Recife has its geography marked by water courses that cut through its territory, and its specific legislation, with the influence of the tides, will give rise to the so-called marine lands, of public domain and object of destination for social housing. The investigative path developed a mixed methodology, due to the steps taken to understand the political, economic, social, and spatial characterization of the object of study: Social housing in Recife, between 1964 and 2018. The investigation used the analytical methodology for the interpretation and literature review, made use of analogy to relate ideological issues, Portugal, and Brazil. For the configuration of the identified models of social housing in Recife, the research started from the hypothetical - deductive method. In the location of housing projects, the case-by-case mapping, by the hypothetical inductive method, demonstrates the influence of public lands on social housing. After the investigative path, we verified that the territory object of the analysis was influenced by housing policies and that resulted from political - ideological choices, a reflection of the "Built Ideology", and the territory, due to its abundance of public lands, navy lands and their additions, showed a tendency towards the destination for social housing, as the periods passed, identifying established patterns in the spatial and temporal scope. | pt_PT |
