Abstract(s)
O intuito desta dissertação, que se apresenta com o título “Urbanismo de Proximidade em Espaço Público. Intervenções Pontuais e Participadas em Alfange, Santarém”, é de analisar as temáticas participadas, pontuais e de baixo custo. Destacando os processos participados, a acupuntura urbana e o urbanismo tático, analisando-se como poderão ser uma alternativa mais célere e eficaz face aos sistemas tradicionais. O foco das abordagens apresentadas surge numa perspetiva integrada tendo como elemento de charneira e fundamental nas cidades: o espaço público.
O espaço público não se caracteriza apenas pelo vazio existente entre as ruas e edifícios, mas sim como elemento de articulação no desenho urbano e que se torna um espelho da sociedade. Todos os dias surgem acontecimentos que ditam mudanças no espaço urbano e que modifi cam diversos hábitos e usos. Durante o desenvolvimento deste trabalho, deparámo-nos numa situação de carácter pandémico e, nesse sentido, foi relevante referir a importância do urbanismo tático face às mudanças repentinas e drásticas que da pandemia resultaram, bem como as mais valias que terá no futuro das cidades, principalmente, nas vivências do espaço público.
A presente investigação é direcionada para um caso de estudo concreto, situado numa pequena aglomeração ribeirinha da cidade de Santarém, denominada Alfange. Foram propostas diretrizes de aplicação para a prática de um urbanismo de proximidade, implementando as temáticas participadas no local em estudo.
Neste sentido, trabalhou-se para a consciencialização da versatilidade, benefícios e compreensão destes conceitos face ao facto da possibilidade de serem complementos viáveis aos processos de planeamento tradicionais.
The purpose of this dissertation, presented with the title “Urbanism of Proximity in Public Space. Punctual and Participated Interventions in Alfange, Santarém”, is to analyze the participatory, punctual and low-cost themes. Highlighting the processes involved, urban acupuncture and tactical urbanism, analyzing how they could be a faster and more eff ective alternative to traditional systems. The focus of the presented approaches appears in an integrated perspective having as a hinge and fundamental element in cities: the public space. Public space is not only characterized by the void between streets and buildings, but as an element of articulation in urban design that becomes a mirror of society. Every day there are events that dictate changes in urban space and that change various habits and uses. During the development of this work, we faced a pandemic situation and, in that sense, it was relevant to mention the importance of tactical urbanism in the face of the sudden and drastic changes that resulted from the pandemic, as well as the added value that it will have in the future of cities, mainly, in the experiences of the public space. The present investigation is directed to a specific case study, located in a small riverside agglomeration in the city of Santarém, called Alfange. Application guidelines have been proposed for the practice of proximity urbanism, implementing the themes participated in the study site. In this sense, efforts were made to raise awareness of the versatility, benefits and understanding of these concepts, given the possibility of being viable complements to traditional planning processes.
