Abstract(s)
Atualmente, apresenta-se uma conjuntura que merece atenção: na Colômbia articulam-se, simultaneamente, a procura da internacionalização dos mercados juntamente com os diálogos de paz.
Neste contexto, esta tese procurou como objetivo desenvolver um modelo de políticas públicas para o cooperativismo na Colômbia com o fim de optimizar suas condições institucionais para a cooperação, a democracia e a coesão social.
Os dados mostram que o cooperativismo tem mais de 85 anos de vida institucional na Colômbia. Neste período, revela-se a persistência de falhas nas engrenagens das políticas públicas gerando concorrência, duplicidade e sobreposição entre fomento e as de supervisão e controlo.
Assim, propõe-se o conceito de economia social e solidária como um manto de diferentes expressões da sociedade civil, a partir das suas componentes de mercado e de não-mercado.
Perante situações de assimetrias de informação, propõe-se o conceito de “vida associativa” enquanto mecanismo de monitorização do estado real das organizações. Este mesmo conceito é retomado para verificar a sua autenticidade num quadro de reconhecimento.
Finalmente, propõe-se a criação de um forum de concertação a fim de criar espaços de co-construção de políticas, de aproveitar a janela de oportunidade dos processos de paz e de gerar uma matriz de opinião propensa à cooperação
At the present time there is a conjuncture in Colombia where the purpose is to articulate the market internationalization joined with the pacific convenience. However, the necessities of foment don’t find correspondence with the measures of economic internationalization. The findings show that public politics provide to the cooperatives in an inarticulate way, generating concurrence, duplicity and overlapping between promotion, supervision and control. These are direct causes such cognitive dissonance in front of the concepts of solidary economy and nonprofit, the absence of mechanisms to verify the associative life and historical segmentation that multiples estate entities have had in front of its treatment. To articulate the public politics we propose the concept of social economy and solidary from its market and non-market components, indicating its particularities justify a differential treatment according to the territories where they develop. As a mechanism of explicit recognition and monitoring, it is proposed the concept of associative life defined for the realization of socio economical activities, according to the cooperative specification and the evidence of transfer to the associates. With these specific conditions are allowed for an arrangement table that facilitates the co-construction of public politics and take advantage of opportunity window about procedures of peace.
