Assistimos no decurso dos últimos anos ao aparecimento de um ambiente de negócios
caracterizado pela crescente globalização dos mercados, pelo aumento dos padrões de
exigência dos consumidores e pelo forte incremento da concorrência. Para fazer face a
esta nova realidade as organizações sentiram a necessidade de coordenar melhor as
actividades da cadeia de valor, de modo a eliminar desperdício de recursos, reduzir
custos e melhorar o tempo de resposta às necessidades do mercado.
É neste contexto que, a partir dos anos 90, se assiste a um forte crescimento na
implementação de sistemas ERP com a promessa de que seriam realizados grandes
benefícios para o negócio. No entanto, a adopção de sistemas ERP é um processo
complexo e, apesar de terem sido gastas avultadas quantias na implementação de
sistemas ERP, poucas foram as organizações que conseguiram realizar os benefícios que
estavam à espera.
A presente dissertação procura contribuir para a criação de um corpo de conhecimento,
acerca da realização de benefícios proporcionados pela implementação de sistemas
ERP, que auxilie os gestores de negócio, a planear, gerir e aperfeiçoar a utilização
desses sistemas. Desta forma pretende-se auxiliar as organizações a criar condições para
que os benefícios da implementação dos sistemas ERP possam ser realizados.
Para a prossecução do objectivo acima mencionado foi realizado um estudo de caso, em
que foi analisada a implementação de um sistema ERP na Marinha. A recolha de dados
foi efectuada através de entrevista, observação e análise documental, ao que se seguiu
uma análise qualitativa de conteúdo. O estudo de caso procurou demonstrar aspectos da
experiência da Marinha na aquisição, implementação e utilização do sistema ERP,
procurando identificar os benefícios obtidos, com a implementação do sistema, e as
dificuldades encontradas na sua realização.
During the last years we are witnessing the beginning of a new business environment represented by an escalating globalisation of markets, as well as of the pattems of consumer's demands and needs and by a strong increase in competition among enterprises. To deal with this new reality, organisations felt the need to co-ordinate in a better way their activities, in order to take full advantage of the resources, decrease costs and improve their answers to the markefs needs. Therefore, since the 90's, we are facing a strong growth in the ERP systems implementation with the promise that significant benefits would be achieved. However, the adoption of ERP systems is a complex process and, even if large amounts of money have been spent in their implementation, only few organisations achieved the benefits they were waiting for. This dissertation gives an input in developing knowledge on the achievement of benefits from implementing ERP systems, which could help managers to plan, manage and improve the use of ERP's. Thus, the objective is to help organisations in order that they could be able to create conditions that can allow them, in the most successful way, to reach the benefits of implementing ERP systems. This case study analyses the implementation of an ERP system in the Portuguese Navy. Data were gathered through interviews, observations and documental analysis, which were, analysed qualitatively. The case study attempts to demonstrate some features of the Portuguese Navy experience in the acquisition, implementation and use of the ERP systems, by identifying the benefits, and difficulties faced in the project.
