Migração induzida pelo clima : o debate sobre o conceito “refugiados climáticos”

Os efeitos adversos das alterações climáticas através do aumento de fenómenos
climáticos extremos e/ou de processos climáticos de início lento, como secas, vendavais ou do
aumento do nível das águas, afetam a economia, a ordenação ambiental e a própria subsistência
das populações, por exemplo com a privação de alimentos e de outras necessidades básicas.
Por sua vez, estas situações podem ser agravadas por violações de direitos políticos, sociais,
económicos e culturais, algumas dos quais podem ser, elas próprias, originadas ou exacerbadas
pelas alterações climáticas. Como tal, catástrofes relacionadas com o clima têm sido analisadas
como fatores predominantes do aumento da migração e de movimentos internos ou
transfronteiriços.
É neste contexto de migrações induzidas pelo clima que surge o termo “refugiado
climático”. No entanto, este debate sobre a relação de causalidade entre os efeitos das alterações
climáticas e as migrações é considerado, junto da comunidade científica, académica, política e
governação, como um tema complexo, e, inclusive, controverso.
Neste sentido, e atendendo à pertinência da temática, o presente trabalho apresenta,
através do recurso à análise documental e da realização de entrevistas, uma breve
contextualização e conceptualização do termo “refugiado climático” no âmbito da migração
induzida pelo clima, enquadrando, simultaneamente, o debate supramencionado sobre esta
temática, em particular no âmbito legal, jurídico e político, e apresentando algumasimplicações
deste tipo de deslocações nos movimentos migratórios nos variados níveis, como político,
social, económico e cultural
The adverse effects of climate change through increased extreme weather events and slow-onset weather processes, such as droughts, windstorms, or rising water levels, affect the economy, environmental planning, and people's livelihoods, depriving them of food and other basic needs. In turn, these situations can be aggravated by violations of political, social, economic, and cultural rights, some of which may be caused or exacerbated by climate change. As such, climate-related disasters have been analysed as predominant factors in increased migration and internal or cross-border movements. In this context of climate-induced migration, the term "climate refugee" emerges. However, this debate on the causality relationship between the effects of climate change and migration is considered by the scientific, academic, political, and governance communities to be a complex, and even controversial, topic. In this sense, and given the current relevance of the topic, this paper presents, through document analysis and interviews, a brief contextualization and conceptualization of the term "climate refugee" in the context of climate-induced migration, while framing the abovementioned debate on this issue, particularly in the legal, judicial, and political context, and presenting some implications of this type of displacement in migration movements at various levels, such as political, social, economic, and cultural.
