A governança das políticas de habitação: (co)produção do conhecimento e capacitação institucional

Este ensaio debruça-se sobre a governança das políticas públicas de habitação em Portugal, tendo como objeto de
reflexão a chamada Nova Geração de Políticas de Habitação (NGPH) e levando em consideração a trajetória
recente das políticas públicas de habitação em Portugal. Tem como objetivo caracterizar os pontos críticos
inerentes àquela iniciativa do governo, contribuindo para a reflexão sobre as potencialidades e limitações das
ambições da NGPH.
Termo polissémico, a palavra “governança” inclui formas de governação que englobam diferentes atores do Estado
e ainda atores não-públicos. Neste ensaio, interessa-nos tratar o tema em relação a dois aspetos fundamentais do
desenho, implementação e avaliação das políticas públicas: (i) a realização e consolidação de parcerias entre
diferentes atores públicos; (ii) e o papel do conhecimento na sustentação empírica e concetual das políticas
públicas. São também oferecidas algumas considerações finais sobre um dos principais “testes” do sucesso da
NGPH – a concretização das Estratégias Locais de Habitação (ELH).
House and Mobility: Portuguese Hindus and Brazilians in Lisbon in face of housing constraints

This paper explores analytically the relation between experiences of vulnerability, regarding housing processes for people in different kinds of mobility in urban settings. Drawing reflections from two ethnographic contexts in which we have been working, the Hindu-Gujarati and the Brazilian populations in Lisbon, we reflect upon the contours of their experiences, recounting their migration process, and different ways of being under housing vulnerability, as well as their responses to excluding urban politics. The lack of places to inhabit, drives people to different housing solutions, and to a constant mobility, through migration and remigration. These conditions are experienced differently according to the temporality of the mobility paths and projects, and to the type of relation/confrontation with housing policies. Hence, the aim is to understand: what are the strategies of settling within a dynamic of constant mobility? How vulnerability is expressed and qualified in these different settings?

En montrant comment la combinaison des transformations globales et des politiques locales ont touché l’immobilier et le marché du logement dans la première ville du Portugal, le texte prend Lisbonne comme exemple paradigmatique des tensions croissantes entre les nouveaux modèles pseudo-libéraux du développement économique et urbain et leurs oppositions. Celles-ci sont sociales mais aussi du côté des institutions. L’article se demande ainsi jusqu’à quel point la politique de « fin de l’austérité » aujourd’hui est en mesure de répondre aux interrogations de ces nouveaux mouvements sociaux qui émergent du fait des nouvelles conditions de vie et des pressions sur le système du logement en milieu urbain. En dernier lieu, l’article souligne un certain nombre d’enjeux face aux incertitudes de la transition politique et sociale à Lisbonne, qui reste caractérisée par des hésitations.
Struggling Against Entrenched Austerity. From the housing crisis toward social movements for housing in post-crisis Lisbon and Portugal

This chapter provides an overview of the field of housing politics in contemporary Lisbon: the transition from the end of a period of economic crisis and deep austerity to a fast economic growth based on exportation, tourism and real estate; the intersection of historical housing problems with new trends of financialisation, touristification and gentrification; and the growth of social movements concerned with the right to housing and to the city. By reflecting on housing crisis and struggles, the chapter takes two conceptual steps. On the one hand, by building on an understanding of austerity as the downloading of vulnerability to risk from the economic to the social sphere, it explores the entrenchment of austerity in the field of housing. On the other hand, by questioning the capacity of emerging social movements to fight the social vulnerability brought by austerity, it questions social movements’ potential to establish themselves as a ‘resilient’ alternative to the dominant models of economic development.
