It aims to provide an understanding of the transformative dynamics that permeate communication design in this specific medium, contextualizing it within the broader evolution of the Press in Portugal. The research involves the content analysis of various physical and digital news sources, focusing on the communication design techniques and visual narrative employed. Additionally, tests and interviews are conducted with individuals from different age groups and varying levels of digital literacy to analyze their different interactions with this new medium. Case Study: Observador (100% online newspaper) vs. Público (Hybrid newspaper - physical and digital) - A comparison of the design techniques used.
- Exploring Proteus species in dogs from Cape Verde and São Tomé and PríncipePublication . Silvestre, Ana Sofia Antunes; Oliveira, Maria Manuela Castilho Monteiro deThe transmission of pathogenic bacteria between animal species is a very concerning problem worldwide. Dogs are increasingly closer to humans, thus increasing the risk of transmission of zoonotic and pathogenic bacteria between them. In low- and middle-income countries, precarious hygienic, sanitary, economic and technological conditions favor the development and transmission of virulent and antimicrobial-resistant bacteria. In these countries there are many stray dogs in close proximity to populations, which can act as a reservoir of pathogenic bacteria. In this study, 46 isolates of Proteus spp. obtained from rectal swabs of stray dogs from the islands of São Tomé, Príncipe, Santiago (Cidade da Praia) and São Nicolau were analyzed, with the aim of evaluating their antimicrobial resistance profile, their virulence potential and the similarity between isolates. Twelve antimicrobials were tested using the disk diffusion method and the ability to express 5 virulence factors using phenotypic methods. To evaluate the clonality between isolates, PCR fingerpriting was performed using the primer (GTG)5. The isolates were resistant to ampicillin (24/46, 52.2%), amoxicillin with clavulanic acid (13/46, 28.3%), chloramphenicol (9/46, 19.6%) and trimethoprim with sulfamethoxazole (8/ 46, 17.4%), with all isolates being susceptible to the other antimicrobials tested. Among the 46 isolates tested, 4 were classified as Multidrug-resistant (MDR) (4/46, 8.7%). Regarding the evaluation of virulence factors’ expression, the Proteus spp. isolates demonstrated high rates of virulence, being capable of producing hemolysins (46/46, 100.0%), gelatinases (42/46, 91.3%), proteases (42/46, 91.3%), biofilm (13/46, 28.3%) and DNases (3/46, 6.5%). After evaluating the level of similarity between the isolates, it the existence of two main clusters with common genomic and phenotypic characteristics was observed, with isolates with different geographic origins presenting very identical profiles. In conclusion, the dogs under study may thus constitute a reservoir and consequently a source of transmission of potentially virulent and antimicrobial-resistant bacteria to both humans and the environment, representing a public health concern
- Narrativas contra - cartográficas : o Design de Comunicação como ferramenta de mapeamento subjetivoPublication . Amaral, Mayumi Ikemura; Almeida, Pedro Jorge Gracio dos Santos Duarte deMaps are a visual representation of the world, shaped by cultural and political contexts in which they are produced. While they are commonly perceived as neutral, maps convey the values of their authors to their readers. Throughout history, the rhetorical dimension of maps has been used to legitimize actions of domination and control. Although digital technology has introduced new features to maps in the 20th century, the connection between cartography and power structures persists. In this context, counter-cartography has emerged as a more diverse and democratic approach, challenging traditional cartography. However, despite its critical nature, counter-cartography still employs conventional visual elements. The present study is premised on the notion that maps should align with critical discourse to investigate how communication design can help overcome the formal constraints of cartography. The research is structured into three sections: theoretical inquiry, case analysis, and practical exercises. The objective is to provide a historical context to maps, emphasizing the relationship between discourse and image within cartography. Furthermore, it aims to analyze counter-cartography, drawing parallels with communication design through critical research areas such as decolonial studies. Ultimately, the project Narrativas Transatlânticas serves to illustrate the researched themes by exploring the communicational use of maps and creating a visual narrative through subjective mapping exercises. This study recognizes the constraints of traditional cartography and employs design strategies to propose visual representations and narratives aligned with counter-cartography. As a result, it advocates for counter-cartographic initiatives by integrating them with design methodologies. Additionally, it highlights the significance of transdisciplinarity within both design and cartography disciplines by presenting alternative methods for communicating and representing geographical territories.
- Study of the prevalence of canine cardiopulmonary dirofilariosis in the city of São Tomé, Democratic Republic of São Tomé and PríncipePublication . Ribeiro, Margarida Ferreira; Neto, Helda Costa; Carvalho, Luís Manuel Madeira deVector-borne diseases, namely heartworm disease, represent an important threat for public health and its prevalence is considerably higher in the tropics and subtropics. Little attention has so far been given to the parasites of dogs in the Democratic Republic of São Tomé and Príncipe (STP), namely D. immitis and, despite the rising number of reported cases of canine dirofilariosis in the country in recent years, no published studies are available on the occurrence of the disease and the rate of infection in dogs is largely unknown. The aim of the present study was to determine the prevalence and risk factors concerning Dirofilaria immitis infection in dogs from the city of São Tomé, located in the district of Água Grande, on the northeast coast of São Tomé Island. Between September and December 2023, 120 blood samples were obtained from dogs of all ages and from 3 different origins: privately owned dogs, stray dogs and shelter dogs. The animals were selected randomly and dogs younger than 6 months were excluded. Every blood sample was analyzed using direct microscopic evaluation of a fresh blood sample and the modified Knott’s technique. A total prevalence of 24.2% (29 out of 120) was obtained and the following risk factors that contribute for the infection of the primary host were determined: male dogs, stray dogs, living outdoors, living together with other dogs (P < 0.05), whereas no significant differences were found related to age, pure-breed versus mongrels or hair length. This study represents the beginning of the research on canine dirofilariosis in STP, confirming the significant endemicity of cardiopulmonary dirofilariosis in dogs within the city of São Tomé. It indicates the possibility of zoonotic transmission, which demands for intensified vector control and good dog management practices to reduce dog to dog and dog to human transmission. This study will hopefully contribute for the development of measures to fight against the transmission of heartworm in the city of São Tomé, through an integrated One Health approach. The results show the need to establish further epidemiological studies, birth control programs, prophylactic campaigns for stray and owned animals, as well as to create awareness campaigns about the severity and importance of this disease for both animals and humans

Receiving the latest updates, patches, and news is crucial to maintaining an IT infrastructure’s high-security level. An alternative to purchasing expensive security news feeds is to collect Open Source Intelligence: a wealth of knowledge published daily by users, security companies, researchers, and hackers, among others. In particular, Twitter has become an information hub for obtaining cutting-edge information about many subjects, including cybersecurity. This thesis is focused on the collection and processing of cybersecurity-related tweets. Firstly, we conducted a qualitative and quantitative study about the security data found on Twitter and compared it to databases that publish confirmed vulnerabilities or exploits. Our study shows that Twitter is a relevant cybersecurity source. The remainder of the work is about developing a framework for collecting, processing, and delivering security tweets. Its pipeline comprises text filtering, text feature extraction, a binary classifier, clustering, and Indicator of Compromise generation. We show how to obtain a tweet classifier model following tweet characteristics and machine learning best practices. Our clustering strategy adopts the k-means algorithm to an unknown number of clusters, and to cluster and update based on a stream of tweets instead of the classical batch operation. From the clusters we generate Indicators of Compromise, which are structured data formats used in cybersecurity; this step eases the integration of our tool with existing cybersecurity tools. Finally, we showcase one such integration with the Security Information and Event Management system of a nation-wide electrical utility company.
- Direito penal e economia comportamental : intersecções com a teoria do crime e o sistema de responsabilização penal individualPublication . A instabilidade do sistema, as teorias econômicas que negligenciam o aspecto humano dos agentes financeiros e a crescente compressão de tempo e espaço na vida em sociedade têm impactos inegáveis no campo do mercado financeiro. Diante desse panorama, busca-se analisar como o sistema de responsabilização criminal subjetiva se manifesta diante da criação de novos riscos e o aumento daqueles já existentes no âmbito econômico. Serão analisadas as contribuições da economia comportamental na definição de crimes relacionados ao sistema financeiro e econômico, visando humanizar os administradores de recursos alheios que atuam nesse cenário. Portanto, a questão que se busca resolver é: há espaço à economia comportamental enquanto elemento defensivo dentro do sistema de responsabilização criminal subjetivo e da teoria do crime? Para tanto, avaliar-se-á, dentro dos elementos da teoria do crime relevantes ao estudo do tema, no caso, a tipicidade, de cabe à behavior economics a função de argumento defensivo aos gestores em razão da possível perda do domínio dos riscos inerentes às atividades realizadas no mercado financeiro. Dado que tal ambiente é naturalmente propenso a riscos, é necessário avaliar o grau de risco necessário para caracterizar a prática de crimes em seu contexto. Conclui-se que transações de alto risco podem resultar na responsabilização pelo crime, por exemplo, no âmbito da infidelidade, desde que todos os seus requisitos sejam atendidos. Ao final, constata-se que a economia comportamental desempenha um papel crucial na aplicação do princípio da culpa, mas, antes disso, pode desempenhar um papel essencial na configuração dos elementos integrantes da tipicidade objetiva e subjetiva.
- Barren : estudo visual de um ambiente inabitável extraterrestrePublication . Rocha, Ana Rita Carvalho da; Gouveia, Patrícia Cristina Silva FigueiraThe following dissertation aims to present an artistic interpretation of a barren alien world by means of a videogame project named Barren. Based on the main research topic, “a visual study of an uninhabited extraterrestrial environment”, the investigation began with establishing an understanding on Humanity’s unending curiosity of the Cosmos and the reason behind the intense need for its exploration, through a brief historical contextualization. By an analysis of the human inquisitiveness regarding its origins and its existential position within the Universe, coupled with the preservation and transmission of this knowledge over time, compelled an artistic exploration of Space. This artistic endeavor led to the discovery of the genre of Space Art. Following a comprehensive examination of the genre’s historical evolution across different eras and the subsequent development of its numerous subgenres, their incorporation into the current project ensued. Barren is a gaming project that originated from a collaboration between the Faculty of Fine Arts and Instituto Superior Técnico, both affiliated with the University of Lisbon. This partnership, known as FBAUL/IST-GAMING 2021, aimed to bridge the engineering and artistic fields in the production and development of a gaming prototype, which would culminate in its presentation at Montra de Jogos, a gaming event where the various teams play-test their respective projects. With the influence of Space Art, Barren underwent an integral reconstruction process rooted in Concept Art, which facilitated a more authentic portrayal of an arid alien world. The present document will delve into the intricacies of this process, covering the distinct phases in detail – from the initial conceptualization to the narrative development and design of the world’s constituent elements.
- O compliance ambiental e o papel das instituições financeiras na promoção da sustentabilidadePublication . Astigarraga, Rafaella de Menezes Leite; Saraiva, Rute Neto Cabrita e Gil, 1974-Esta dissertação aborda um dos relevantes temas da atualidade, qual seja, o compliance ambiental no âmbito das instituições financeiras. Com as mudanças ambientais cada vez mais no cerne do debate jurídico-político internacional, políticas governamentais em todo o mundo empenham-se em aprimorar os ramos mais sustentável para o planeta, nomeadamente com a criação de alguns instrumentos internacionais. As instituições financeiras, como impulsionadora do desenvolvimento, portanto, não poderiam se distanciar desse processo. Neste cenário, destaca-se que um requisito fundamental para o desenvolvimento de um sistema financeiro sustentável é uma taxonomia uniforme de sustentabilidade, porém pela complexidade de suas regras, por vezes o incumprimento das normas torna-se a via mais provável, pois criam maiores encargos de conformidade. As decisões obtidas pelo setor financeiro consistem em fatores relacionados com considerações sociais e ambientais, os quais muitas vezes não são tidos em consideração, visto que os riscos dessa natureza só tendem a concretizar-se em um horizonte temporal mais dilatado. O objetivo geral deste trabalho consiste em estudar o mecanismo do instrumento jurídico do Compliance Ambiental utilizado pelo setor bancário com o fim de resguardar a instituição, bem como verificar a sua efetiva contribuição para a proteção do meio ambiente e promoção da sustentabilidade, considerando que as bancas possuem uma parcela clara de responsabilidade nesse quesito.

Francisco, Santana Manuel; Rodrigues, Nuno CunhaA investigação tem o intuito de analisar a Responsabilidade Financeira dos Titulares de Cargos Políticos em Angola: Por que o PR não é enquadrável na responsabilidade Política e Financeira dos Titulares de Cargos Políticos? A presente pesquisa está organizada em três capítulos, sendo que, no primeiro, a abordagem é feita em torno da fundamentação teórica, no qual, é destacado, inter alia, o conceito de titulares de cargos políticos, evolução histórica, constituição, princípios, natureza jurídica e responsabilidade dos gestores públicos. No segundo capítulo, a abordagem reflete-se sobre o controlo das finanças públicas de Angola, em que, são destacados os controlos administrativos, jurisdicional e político, a legitimidade, as dimensões do controlo (controlo interno e externo), o sistema de controlo interno e externo e a fiscalização das finanças pela IGAE. Por fim, no terceiro capítulo, a tônica geral incide acerca dos tipos de responsabilidade dos titulares de cargos políticos, com destaque para responsabilidade financeira, responsabilidade administrativa e responsabilidade das pessoas coletivas. Para o efeito, fez-se recurso à ampla documentação primária, especificamente: bibliografias com recurso à livros, artigos científicos de autores angolanos, entre outros. A par disto, fez-se também recurso à legislação, com destaque para a Constituição da República de Angola (CRA), Lei Constitucional de 1975; Lei nº 3/10 de 29 de março, Lei nº 52º/2019, de 31 de julho, et al.
