- O protocolo facultativo ao pacto internacional dos direitos económicos, sociais e culturais : proteção eficaz para os DESC?Publication . Mimoso, Isabel Maria Macedo Fraga; Fonseca, Rui Guerra daNo dia 10 de dezembro de 2008, a Assembleia Geral da ONU adotou o Protocolo Facultativo ao Pacto Internacional dos Direitos Económicos, Sociais e Culturais, ditando o fim da desigualdade na defesa dos direitos civis e políticos por um lado e dos direitos económicos, sociais e culturais por outro. De facto, apesar de a Declaração Universal dos Direitos do Homem de 1948 ter proclamado a universalidade, indivisibilidade e interdependência dos direitos do Homem e de, em 1966, o Pacto Internacional dos Direitos Civis e Políticos ter sido dotado de um mecanismo de comunicações individuais, que permitia às vítimas de violações dos direitos civis e políticos obter reparação dos seus danos causados pelo Estado sob cuja jurisdição se encontravam, o PIDESC não foi dotado de semelhante mecanismo. Nesta dissertação, procuraremos perceber se o Protocolo Facultativo representa, de facto, uma proteção eficaz para os direitos económicos, sociais e culturais. Para chegar a essa conclusão, analisaremos o Protocolo desde a sua origem. Procuraremos saber porque é que durante 40 anos os Estados encararam com desconfiança um mecanismo de queixas ao PIDESC se as críticas feitas foram totalmente ultrapassadas ou se, por outro, permanecem e podem pôr em causa a eficácia do procedimento, pelo que começaremos por abordar o contexto histórico da elaboração do PF e as críticas que repetidamente lhe foram sendo feitas, como por exemplo, a falta de sindicabilidade dos DESC resultante da sua formulação vaga. De seguida, abordaremos o procedimento das comunicações individuais, nomeadamente os seus pressupostos processuais, âmbito de aplicação e o valor jurídico das recomendações do Comité. Estudaremos ainda o procedimento de comunicações interestaduais e o procedimento de inquérito, sempre com o intuito de analisar o seu contributo para a defesa dos DESC.
- Publicação independente em Portugal : a utopia do impresso no contexto digitalPublication . Carvalho, Henrique Milen Vizeu de, 1977-; Rodrigues, Sofia Leal, 1975-The present dissertation intends to offer an overview of the Portuguese printed independent edition in the digital context, namely the first two decades of the 21st Century. The proposed study aims to identify: who are the players and what are the strategies in the contemporary Portuguese creative production scene? From the hypothesis of which the digital context reshapes, restricts, and even suppresses classic tasks related to the production chain of printed matter, such as: the design and composition of types, editorial design, printing, binding, and distribution of copies. Thus, would it can be considered utopian the works of the current actors of the artistic printed? Based on these assumptions became necessary to investigate the meaning of the utopia, going to look for the originating work from Thomas More, 1516, and how this work, and its proposal, relates to the vanguard of the editorial design, particularly, Kelmscott Press, from William Morris. Therefore, from this historical preamble, this research looks to offer links among the artistic vanguards, and the book of the artistic, and the Portuguese auto-edition along of the 21th century. Finally, as well having as reference the fecund projects such as: Tipo.pt, and the Portuguese Small Press Yearbook, edited since 2013 by Catarina Figueiredo Cardoso and Isabel Baraona, the present work explores closely the current panorama of Portuguese independent edition, relating it to the creative origins of printed editorial design and the legacy of previous generations of Portuguese publishers, notably, Fernando Ribeiro de Mello (Afrodite) e Vitor Silva Tavares (& etc). The methodology approach consists in bibliographic revision and historical analysis, at the same time was applied interviews to contemporary characters of the independent printing in Portugal, five representative cases of the Portuguese small press were analysed: Associação Chili com Carne, Stolen Books, STET, O Homem do Saco and XYZ Books
- Magazine da mulher : reinterpretação gráfica e editorial de periódicos femininos do Estado NovoPublication . Facada, Mariana Aguiar de Oliveira Franco, 1988-The Editorial Design of the era of Estado Novo had as it’s main purpose the propaganda of certain ideals and principles. It was, therefore, an instrument of the Portuguese Government used in order to disseminate and propagate these same ideals. At a time when there were rules and prejudices about women’s behavior, such as the concept of the Return of Woman to the Home and the Ideal Woman, whose sole purpose should be to serve others, to marry and to constitute a family, the editorials objects intended for the female sex, also represented a vehicle for the transmission of these values and contributed to the manipulation and implementation of this ideology in the mentality of the women of this time. Thus, this project focuses on the feminine periodicals of the 1940s and 1950s, in order to analyze and identify the various characteristics of the Design applied to these graphic objects, and to evaluate how they contributed (or not) to the idealized image of the Woman of Estado Novo. Finally, on the basis of this research, it is intended to summon through design and a current view on the subject, a reflection and reinterpretation around the construction of an idealized image of women, creating a book / archive that proposes new significant relationships between its original contents
- Política de fusão de entidades hospitalares em Portugal: avaliação da produtividadePublication . Nunes, Alexandre MoraisEsta pesquisa desenvolve um exercício de avaliação da produtividade em 18 centros hospitalares, criados através de um processo de fusão de entidades hospitalares decorrido gradualmente entre os anos 2005 e 2012. O objetivo principal deste estudo é verificar se ocorreu, como esperado, uma melhoria na produtividade após a introdução dessa política de fusão já que era esperada a redução dos custos por meio da promoção de uma maior eficiência na utilização dos recursos disponíveis. Como metodologia foi aplicado o índice de Malmquist, que mede a produtividade total dos fatores entre dois pontos de dados em termos de escores de funções de distância baseados no uso prévio de um método não paramétrico para estimar as funções de fronteira (no caso a Análise Envoltória de Dados - DEA). Como resultados, se conclui que a constituição de 18 centros hospitalares tem gerado, em termos de efeitos imediatos, uma melhoria da produtividade, porém restringida a partir do ano 2011, por influência do programa de intervenção econômica externa aplicado a Portugal pelo Fundo Monetário Internacional, Banco Central Europeu e Comissão Europeia.
- Inclusion of Cistus ladanifer in ruminant diets : an approach to improve the nutritional value of edible fatsPublication . Guerreiro, Olinda Rosa Fragoso das Neves; Bessa, Rui José Branquinho de; Jerónimo, Eliana Alexandra Sousa; Duarte, Maria de Fátima PereiraCistus ladanifer is a shrub quite abundant in Mediterranean countries, that when fed to lambs has been associated with changes in rumen biohydrogenation (BH), increasing t11-18:1 concentration in abomasal digesta and meat. The thesis main motivation was to further knowledge regarding C. ladanifer plant and to explore its utilization in nutritional strategies to ruminal BH modulation. In the first two experiments, seasonal variation of C. ladanifer aerial parts, with two ages, was characterized for chemical composition, including proximate composition and total phenols and condensed tannins (CT) contents, for in vitro digestibility, antioxidant activity and fatty acid (FA) profile. Cistus ladanifer was considered a nutritionally unbalanced feed, however, it may be used in ruminant nutrition, but only associated with other feeding resources to complement its nutritional imbalances. In third experiment, C. ladanifer fractions effects were tested on in vitro ruminal BH. Condensed tannins fraction was the most active on ruminal BH modulation, leading to a higher t11-18:1 accumulation and higher disappearance of substrate polyunsaturated FA. Therefore, we intended to determine which CT amount can optimize t11-18:1 ruminal synthesis. However, all CT fraction levels led to a depression of microbial growth without effects on ruminal BH. Last experiment was designed to explore effect of two levels of C. ladanifer CT (1.25% and 2.5%) and two ways of CT supply (C. ladanifer aerial parts and C. ladanifer CT extract) on lamb growth performance, carcass composition, meat quality and FA composition of lamb fat. The highest amount of C. ladanifer aerial part (2.5% of CT) had detrimental effects on growth performance, whereas, C. ladanifer CT extract inclusion in diet (1.25% of CT) led to the highest t11-18:1 increase in fat. So, we can conclude that C. ladanifer CT extract may be a good approach to improve the nutritional value of the ruminant edible fats.
