Desenvolvimento Local e promoção do turismo no interior do Algarve central

Abstract

O tipo de Turismo mais característico na região do Algarve é o Turismo de Sol e Mar, envolvendo problemas de dependência do setor, sazonalidade, inflação dos preços, descaracterização cultural e massificação no litoral, a par de uma herança de abandono do interior e défice de planeamento do território. Assim, o estudo aborda o chamado “Desenvolvimento Local de Base Comunitária” (DLBC), procurando observar a sua implicação num certo turismo alternativo – tendo sido escolhida a modalidade do Turismo Criativo (TC), com maior foco na vertente dos eventos – como forma de atuação vista como adequada face aos desafios sentidos pelo território interior e sua comunidade local. Esta abordagem pretende contribuir para entender o papel dos atores essenciais do DLBC e do TC no processo de desenvolvimento do potencial turístico e, assim, perceber como é que tal se traduz em dinâmicas complementares às do tipo de turismo mais característico da região e atenuar os seus efeitos menos desejados. Para o efeito, são analisadas as áreas de intervenção mais relevantes do Grupo de Ação Local (GAL) “Interior do Algarve Central”, com maior foco no território de Loulé, e consequentemente, os projetos e iniciativas que a Associação IN LOCO tem vindo a desenvolver nesta temática, em articulação com outros atores, relevando o caso da Câmara Municipal de Loulé. A análise foi efetuada com apoio de informação documental e de entrevistas em profundidade a responsáveis relevantes de cada uma das duas entidades mencionadas, além de prévia entrevista ao dono de uma pequena unidade hoteleira rural. O estudo conclui que existem em curso iniciativas que realizam e potenciam a captação de atenções e atração de turistas desejando alternativas ao turismo dominante, estando as dimensões encontradas do TC a funcionar como instrumentos e processos inovadores de envolvimento e desenvolvimento em territórios rurais do Algarve interior.

The most characteristic type of tourism in the Algarve region is Sun and Sea, involving problems of dependence on the sector, seasonality, price inflation, cultural decharacterization and massification on the coast, along with a legacy of abandonment of the interior and some lack of territorial planning. The study therefore looks at what is known as “Community-Led Local Development” (CLLD), seeking to observe its implication in a certain form of alternative tourism – Creative Tourism (CT) has been chosen, with a greater focus on events – as a form of action seen as appropriate in the face of the challenges faced by the inland territory and its local community. This approach aims to help understand the role of the key players in CLLD and CT in the process of developing tourism potential, and thus understand how this causes complementary dynamics to the type of tourism more characteristic of the region, contributing to mitigate its less desirable effects. To this end, the most relevant domains of intervention of the Local Action Group (LAG) “Interior do Algarve Central” are analysed, with a greater focus on the territory of Loulé, and consequently, the projects and initiatives that the IN LOCO Association (manager of the LAG) has been developing in this area, in conjunction with other players, especially the Loulé City Council. The analysis was carried out with the support of documentary information and in-depth interviews with relevant officials from each of the two entities mentioned, as well as a previous interview with the owner of a small rural hotel. The study concludes that there are initiatives underway to attract attention and tourists who want alternatives to mainstream tourism, and that the dimensions found in the CT are functioning as innovative tools and processes for involvement and development in rural territories in the interior Algarve.
