De uma ponta à outra: o populismo de Chávez e Uribe

Abstract

Esta investigação pretende analisar o populismo contemporâneo, de esquerda e direita, na Região Andina. Para isso, vamos tomar como objecto de análise os governos de Hugo Chávez (Venezuela) e Álvaro Uribe (Colômbia). Com o objectivo de saber se o posicionamento ideológico dos líderes populistas influencia a sua forma de governar, este estudo examina a construção da imagem pública dos inimigos e a relação «líder povo». Os resultados demonstram que muitas das práticas políticas, tanto do populismo de direita como de esquerda, são semelhantes. Independentemente do seu posicionamento ideológico, estes líderes procuram minimizar o papel das instituições e tratar a oposição política como inimigos públicos. Deste modo, o discurso ideológico serve para legitimar e fortalecer a relação vertical líder-povo.

This research aims to analyze contemporary forms of left- and right-wing populism in the Andean Region, focusing on the presidencies of Hugo Chávez (Venezuela) and Álvaro Uribe (Colombia). In order to identify whether the ideological positioning of the populist leaders influences their way of governing, the study examines the construction of public image of enemies, and investigates the "leader people" relationship. The results show that the majority of political practices of both left- and right– wing populism are quite similar. Regardless of their ideological position, these leaders seek to minimize the role of institutions and to present political opposition as public enemies. The ideological discourse serves to legitimize and strengthen the vertical “leader-people” relationship.
