A aceleração descontrolada da internacionalização da economia, as alterações na natureza e no conteúdo do trabalho e ainda as reformas nos sistemas de produção são alguns dos desenvolvimentos recentes e interdependentes que têm contribuído para pôr em risco o Modelo Social Europeu. A presente investigação analisa a importância do diálogo social transnacional na procura de soluções inovadoras capazes de promover o progresso social e de garantir a sua repartição equitativa em benefício de todas as pessoas. Actualmente na UE o diálogo social transnacional constitui um elemento de administração do mercado de trabalho, na medida em que os representantes dos empregadores e dos trabalhadores partilham com os poderes públicos as funções de gestão em domínios sociais centrais. Este estudo dedica especial atenção à Directiva 94/45/CE, que promove a informação e consulta dos trabalhadores de forma a reduzir o seu frequente défice de participação nos processos de decisão nos locais de trabalho. Além disso, procede-se também à análise da Agenda do Trabalho Digno. A combinação de competitividade económica e justiça social proposta por esta ferramenta da OIT encontra, de facto, uma correspondência perfeita nos objectivos do modelo de desenvolvimento europeu, pelo que não surpreende que estas duas organizações, respeitando as suas diferenças, cooperem frequentemente na tentativa de implementar um modelo alternativo de globalização. Da mesma forma, considerando os desafios colocados pelas alterações climáticas e pela escassez de recursos alimentares, procura-se averiguar a preponderância da cooperação entre todos os actores tendo em vista o interesse partilhado de sobrevivência. The uncontrolled acceleration of the internationalization of economy, the changes in the nature and contents of labour and also the reform in the systems of production are some of the recent and interconnected developments that have contributed to put the European Social Model at risk. This investigation analyses the importance of transnational social dialogue in the search for innovative solutions that are able to pave the way to social progress and its equal division for the benefit of all. Presently in the EU transnational dialogue constitutes an element in the management of labour market, as representatives of employers and employees share administrative functions with public authorities in central social domains. In this study special attention is dedicated to the Council Directive 94/45/CE, which promotes the information and consultation of employees in order to reduce their frequent deficit of participation in workplace decision-making processes. Besides, we also provide an insight on the Decent Work Agenda. The combination of economic competitiveness and social justice proposed by this ILO tool finds a perfect correspondence in the objectives of the European development model, and so it is not surprising that these two organizations, with respect for their differences, often cooperate in the attempt to implement an alternative model of globalization. Furthermore, taking into account the challenges placed by climate change and food shortage, we try to investigate the importance of cooperation between all actors as far as a shared interest of survival is concerned. This study allows us to conclude that the strengthening of transnational social dialogue is not just a way to legitimate the European project but it also constitutes an important element to redesign the political systems of decision and governance.
