A regeneração urbana na política de cidades: inflexão entre o fordismo e o pós-fordismo

Inicialmente, este artigo apresenta algumas considerações sobre a definição do conceito de regeneração
urbana, apresentando uma revisão da literatura científica sobre a origem do conceito e situando-o relativamente aos restantes fenómenos e processos “re” que decorrem como tendência no espaço urbano:
reurbanização, revitalização, reestruturação, recomposição, renovação, reabilitação, requalificação etc.
Num segundo ponto, serão discutidos alguns pressupostos e características do processo da regeneração
urbana e que são simultaneamente princípios que orientam a teoria e a prática do processo no planeamento urbano, nomeadamente o facto de ser abrangente, integradora, estratégica, flexível, apoiada em
parcerias e promotora de sustentabilidade/resiliência. Nessa linha de problematização será traçada a
evolução do conceito ao longo das últimas cinco décadas, em função de várias alterações que se verificaram no contexto socioeconómico e político-ideológico do espaço urbano, desde o fordismo até ao pós-fordismo, tendo em atenção os principais atores-chave e stakeholders, bem como as principais estratégias e
preocupações de política urbana.
This paper will initially foreground some considerations about the deϔinition of the concept of urban regeneration, presenting a review of the scientiϔic literature about the origin of the concept and placing it in relation to other “re” phenomena and processes that have emerged as trends in the urban space: reurbanization, revitalization, restructuring, recomposition, renewal, rehabilitation, requaliϔication etc. Secondly, a number of assumptions and characteristics of the urban regeneration process will be discussed, which are simultaneously principles that orient the theory and the practice of this process in urban planning, namely to be comprehensive, integrated, strategic, ϔlexible, based on partnerships and promoting sustainability/resilience. Within this problematization, the evolution of the concept throughout the last ϔive decades will also be addressed, according to various changes in the socio-economic and political-ideological context of urban space, from fordism to post-fordism, bearing in mind the main key actors and stakeholders as well as the leading strategies and concerns in urban politics.
