O presente Projeto Final de Mestrado compreende uma proposta de
Reabilitação do Quartel Militar dos Lanceiros II, situado na Freguesia da Ajuda,
em Lisboa. O território de intervenção, possui potencialidades devido à sua
localização e à sua organização espacial, no entanto apresenta fragilidades
sociais rasgando o tecido do bairro e fechando uma ligação entre duas as ruas
da freguesia.
Esta proposta enfrenta o desafio de requalificar o espaço público, de
construir novas habitações acessíveis a populações com baixos rendimentos
económicos, e de desenvolver, através da criação de uma cooperativa de
habitação, uma nova dinâmica na forma de habitar a cidade.
Para a concretização desses objetivos, procedeu-se à exploração
do conceito de “permeabilidade” e participação na habitação, seguindo uma
ideia de abertura do indivíduo ao(s) outro(s), do sítio à cidade e do projeto à
comunidade. Tentando contrariar o processo de gentrificação que se verifica
no local, levando ao desvanecimento de identidade e vivências locais, revelase
pertinente que o programa funcional assumisse um papel semi-público,
incluindo usos culturais, sociais mais também habitacionais, indo ao encontro
das necessidades da Freguesia. A reabilitação espacial da preexistência
contém uma proposta de programa para habitações baseada no conceito
de habitação participativa, autogerida e cooperativa, utilizando como modelo
a habitação suíça. Este paradigma do modo de habitar é explorado neste
projeto de um modo experimentalista, como uma nova maneira de viver em
comunidade (que a pandemia nos levou a refletir), como uma possível solução
e uma proposta contemporânea aos desafios do habitar coletivo, não uma
“receita”, mas como uma alternativa para um bairro envelhecido, cada vez mais
vazio dum ponto de vista social.
The present Final Project of Master contains a proposal of Rehabilitation of the "Quartel Militar dos Lanceiros II", located in Ajuda, Lisbon. The territory where we'll intervene, has potential due to its location and its spatial organization, however presents social fragilities, tearing the urban composition of the neighborhood and closing a connection between two streets. This proposal faces the challenge of requalifying the public space, building new affordable housing for low-income populations, and developing, through the creation of a housing cooperative, a new dynamic in the way of inhabiting the city. In order to achieve these objectives, the concept of "permeability" and participation in housing was explored, following an idea of opening from the individual to the other(s), from the site to the city and from the project to the community. Trying to counter the gentrification process that is taking place in Ajuda, leading to the fading of identity and local life, it is pertinent that the functional programme assumes a semi-public role, including cultural and social uses but also housing, fulfilling the needs of the neighbourhood. The spatial rehabilitation of the pre-existence contains a programme proposal for dwellings based on the concept of participative, self-managed and cooperative housing, using Swiss housing as a model. This paradigm of the way of living is explored in this project in an experimentalist way, as a new way of living in community (that the pandemic led us to reflect), as a possible solution and a contemporary proposal to the challenges of collective living, not a "recipe", but an alternative for an aging neighbourhood, getting each time more empty from a social point of view.
