Enquanto processo educativo, a Educação para a Cidadania busca contribuir para a formação de pessoas responsáveis, conscientes, autônomas, solidárias, que conhecem e exercem os seus direitos e deveres em diálogo e no respeito pelos outros, com atuação crítica na sociedade. A presente tese objetivou analisar a vertente histórica da Educação para a Cidadania no currículo das escolas básicas portuguesas refletindo acerca do percurso e da operacionalização curricular da disciplina, atualmente denominada Cidadania e Desenvolvimento. O presente trabalho pretende contribuir com os estudos na linha da História da Educação, uma vez que analisou os principais diplomas e as legislações pertinentes que viabilizaram a implementação da Educação para a Cidadania no currículo das escolas básicas portuguesas desde a Lei de Bases do Sistema Educativo de 1986 até os dias atuais. Se trata de uma pesquisa qualitativa com estudo de caso realizado no agrupamento de escolas Maria Keil. Verificou-se por meio da análise histórica que Portugal assumiu um conjunto de compromissos que se encontram associados a importantes diplomas implementados. Esses documentos proporcionam um enquadramento relevante para uma compreensão das perspectivas de Educação para a Cidadania no currículo das escolas básicas portuguesas. Dos resultados obtidos, verificamos que a implementação da disciplina de Cidadania e Desenvolvimento no currículo contribuiu para aumentar o horizonte da importância dessa temática e para que os alunos tenham consciência da importância de se defender os direitos das minorias e de promover a igualdade de oportunidades para todos os indivíduos, bem como as questões ligadas à dignidade humana e com a garantia de que todos os indivíduos tenham acesso a condições de vida justas e igualitárias. Além disso, alunos e professores consideram de extrema importância a implementação da disciplina e externaram isso por meio das entrevistas e respondendo aos inquéritos. Os resultados mostraram lacunas a serem preenchidas a exemplo da ausência de participação das famílias nas atividades/projetos desenvolvidos e a ausência de formação adequada aos professores que lecionam a disciplina, bem como de profissionais habilitados para a lecionação da mesma. Em suma, a presente tese pretendeu contribuir para uma melhor compreensão da Educação para a Cidadania, consequentemente, compreender de que forma a mesma está a ser operacionalizada, ficando evidente o impacto que a disciplina de Cidadania e Desenvolvimento pode ter nos alunos e no desenvolvimento destes enquanto cidadãos. Importa referir que existe um valioso trabalho feito em termos de cidadania, um empenho muito grande por parte dos profissionais envolvidos e a percepção clara por parte de alunos e professores no que diz respeito à importância da disciplina de Cidadania e Desenvolvimento no currículo da escola.
As an educational process, Education for Citizenship seeks to contribute to the formation of responsible, aware, autonomous, supportive people who know and exercise their rights and duties in dialogue and respect for others, with a critical role in society. This thesis aimed to analyse the historical aspect of Education for Citizenship in the curriculum of Portuguese basic schools, reflecting on the course and curricular operationalization of the discipline, currently called Citizenship and Development. The present work intends to contribute with the studies in the line of the History of Education, since it analysed the main diplomas and the pertinent legislations that made possible the implementation of the education for the citizenship in the curriculum of the Portuguese basic schools since the Basic Law of the Educational System of 1986 to the present day. This is qualitative research with a case study carried out in the grouping of Maria Keil schools. It was verified through the historical analysis that Portugal assumed a set of commitments that are associated with important implemented diplomas. These documents provide a relevant framework for understanding the perspectives of Education for Citizenship in the curriculum of Portuguese primary schools. From the results obtained, we verified that the implementation of the subject of Citizenship and Development in the curriculum contributed to increase the horizon of the importance of this theme and for students to be aware of the importance of defending the rights of minorities and promoting equal opportunities for all individuals, as well as questions related to human dignity and with the guarantee that all individuals have access to fair and equal living conditions. In addition, students and teachers consider the implementation of the discipline extremely important and expressed this through interviews and responding to surveys. The results showed gaps to be filled, such as the lack of participation of families in the activities/projects developed and the lack of adequate training for teachers who teach the subject, as well as qualified professionals for teaching it. In short, this thesis intended to contribute to a better understanding of Education for Citizenship, consequently, to understand how it is being operationalised, making clear the impact that the subject of Citizenship and Development can have on students and on their development. as citizens.
