Este projeto final de mestrado surge como hipótese de reflexão acerca das problemáticas habitacionais relacionadas com os assentamentos de génese ilegal e do reconhecimento da vulnerabilidade habitacional, social e ambiental a que a população está submetida.
A cidade da Beira constitui um exemplo de uma cidade dual, fortemente marcada pela presença de áreas de génese ilegal. Os assentamentos informais são representações físicas de um conjunto de fenómenos característicos dos países subdesenvolvidos como é o caso de Moçambique, como a alta taxa de pobreza, êxodo rural, guerra civil, a liberalização da economia e a desigualdade socioespacial, o que mostra a fraca capacidade de resposta do mercado e do governo. Como consequência desses fenómenos, resulta uma sociedade e cidade segregada, sendo a arquitetura e o desenho urbano consciencializadores e perpetuadores desses mesmos fenómenos. Juntam-se a esses, os problemas relacionados com a morfologia da cidade e os fenómenos ambientais, como consequência das alterações climáticas, das quais a cidade está exposta, contribuindo para acentuar a vulnerabilidade social e das habitações das áreas de génese ilegal.
Neste contexto pretende-se, com este trabalho, através das componentes teórica e prática, repensar o realojamento das famílias através de uma proposta arquitetónica, tendo como instrumento os conceitos de habitação flexível e evolutiva, como forma de reivindicação do direito à cidade e a uma habitação adequada, e com isso, fomentar a integração social.
This final master’s project emerges as a hypothesis for reflection on housing problems related to illegal settlements and the recognition of the housing, social and environmental vulnerabilities to which the population is subjected. Beira is an example of a dual city, strongly marked by the presence of areas of illegal genesis. Informal settlements are physical representations of a set of phenomena, characteristic of underdeveloped countries such as Mozambique, with a high rate of poverty, rural exodus, civil war, the liberalization of the economy and socio-spatial inequality, which shows the weak capacity of the market and government response. As a consequence of these phenomena, results a segregated society and city, with architecture and urban design serving as awareness and perpetuating elements of these phenomena. Added to these, are the problems related to the city’s morphology and environmental phenomena, as a consequence of the climate change to which the city is exposed, contributing to accentuate the social and housing vulnerability of areas of illegal genesis. In this context it is intended through the theoretical and practical components of this project, to rethink the relocation of families through an architectural proposal, having as instrument the concepts of flexible and evolutionary housing, as a means of claiming the right to the city and to housing and, thus, foster social integration.
