A cidade de Natal, na extremidade nordeste do Brasil, é a capital do estado de Rio Grande do Norte e conta com uma população de aproximadamente 800.000 habitantes. Para uma cidade com tal densidade populacional, é notória a falta de espaço público e, consequentemente, a despreocupação que o sistema governamental revela perante este problema. A ausência deste tipo de espaços transforma a cidade num local ofegante e opressivo para todos aqueles que nela residem e que usufruem dos seus serviços. O ponto de partida para este Projecto Final de Mestrado aqui proposto vai ao encontro da necessidade iminente de criação e qualificação do espaço público. Deste modo, sugere-se uma estratégia que visa requalificar a área de Santos Reis, nomeadamente a zona ocupada pela antiga petrolífera que, actualmente já não existe no local. Estando este terreno desocupado e numa localização com um enorme potencial para o desenvolvimento urbano da cidade, considero-o um ponto chave de resposta a este projecto. Esta proposta tem como objectivos criar novas relações entre a cidade e os seus utentes, trabalhar e refletir os espaços urbanos procurando soluções que facilitam o dia-a-dia das pessoas na cidade e promover a aproximação entre as mesmas, criando conexões e espaços partilhados de forma a existirem lugares para convívio, actualmente inexistentes nesta cidade. Este projecto destaca a importância de aproximar a população da cidade de Natal, de maneira a solucionar a falta de espaços públicos e a responder às necessidades e ao bem-estar de todos aqueles que nela residem. O projecto apresentado foca-se na concepção de uma nova proposta urbana para a cidade, através da criação de espaço público, habitação, serviços e equipamentos. Por fim, o principal foco será a criação de um elemento estrutural e central da cidade, que funcionará como elemento vital de aproximação da comunidade.
The city of Natal, in the extreme northeast of Brazil, is the capital of the state of Rio Grande do Norte and has a population of approximately 800,000 inhabitants. For a city with such a high population, the lack of public space is notorious and, consequently, the unconcern shown by the government system with this problem. The absence of this type of space transforms the city into a breathless, oppressive place for all those who live there and use its services. The starting point for the Final Master’s Project proposed here meets the imminent need for the creation and qualification of public space. Thus, it is suggested a strategy that aims to requalify the area of Santos Reis, especially the area occupied by the old oil company that currently no longer exists in the place. As this land is unoccupied and in a location that enhances life in the city, I consider it a key point of response to this project. This proposal aims to create new relationships between the city and its users, to work the urban spaces seeking solutions that facilitate the daily life of people in the city and to promote approximation between them, creating connections and shared spaces so that there are places for conviviality, currently non-existent in this city. This project highlights the importance of bringing the population of Natal closer together, in order to solve the lack of public spaces and to respond to the needs and well-being of all those who live there. The project presented focuses on the design of a new urban proposal for the city, through the creation of public space, housing, services and equipment. Finally, the main focus will be on the creation of a structural and central element of the city, which will function as a vital element to bring the community closer together.
