A entrada na terceira e última fase da União Económica e Monetária, encetada por alguns
países da União Europeia
e caracterizada pela adoção de uma moeda única, o euro

o processo de integração europeu. Para manter após o acesso à União Económica e
M
onetária a disciplina orçamental que todos os países tiveram de cumprir, em
concordância com os critérios de convergência delineados no Tratado da União Europeia
assinado em Maastricht, foi criado o Pacto de Estabilidade e Crescimento. Esta dissertação
pre
tende contribuir para uma melhor compreensão do papel e importância do Pacto de
Estabilidade e Crescimento e procura aferir a sustentabilidade deste instrumento, através
da análise do desenvolvimento da União Económica e Monetária e dos fatores que tiveram
um papel na sua construção, tais como a necessidade de contenção de alguns riscos e
também através da análise do Pacto, os motivos dos seus proponentes, as suas
características, os seus objetivos e uma análise do desenvolvimento das economias
europeias ao
tentarem cumprir as regras do Pacto.
Concluímos que o Pacto de Estabilidade e Crescimento não protege os países em recessões
graves e precisa de várias alterações, tais como um maior ênfase no crescimento e na
correção da dívida pública.
The third and last phase of the Economic and Monetary Union, set forth by some countries of the European Union and characterized by the adoption of a single currency, the euro, marks the European integration process. To maintain the budgetary discipline which all countries had to comply with, in accordance with the convergence criteria set forth in the Treaty on the European Union, signed in Maastricht, the Stability and Growth Pact wa s created. This dissertation aims to contribute to a better understanding of the role and importance of the Stability and Growth Pact and seeks to attest the s ustainability of this instrument, namely by an analysis of the development of the Economic and Mo netary Union, the factors that played a role in its construction, such as the need to contain some risks and by analyzing the Pact itself, the motives of its proponents, its characteristics and goals and lastly, by analyzing the development of the European economies as they try to fulfill the rules of the Pact. We concluded that the Stability and Growth Pact does not protect countries during serious recessions and needs some changes, such as a greater focus on correcting the public debt and improving growth.
