O objetivo desta Dissertação é o de analisar o sucesso ou o fracasso da implementação dos Acordos de Nova Geração da Política Comercial Comum da União Europeia.
Iremos analisar com pormenor as origens e a evolução da Política Comercial da União Europeia e o progresso que cada Tratado trouxe ao que é hoje a nossa política. Além disso vamos analisar quais as Instituições e os Atores que influenciam e determinam as normas da própria política, tal como a sua implementação.
O papel da União Europeia no Comércio Internacional, a segunda maior potência económica mundial, depois dos Estados Unidos da América será também discutido e acompanhados os passos que a levaram a alcançar este patamar, tal como os Instrumentos de Defesa Comercial, que a permitem permanecer nessa segunda posição.
Por fim, iremos observar de que forma os Acordos de Nova Geração impactaram o sucesso, ou não da União Europeia e do Vietname, país escolhido para a verificação dos prognósticos. Verificaremos que, efetivamente, tanto a nível social, económico e comercial, se verificaram melhorias consideráveis desde a ratificação do Acordo de Nova Geração entre a União Europeia e o Vietname.
The goal of this Dissertation is to analyze the success or failure of the implementation of the New Generation Agreements of the European Union's Common Commercial Policy. We will analyze in detail the origins and evolution of the European Union's Trade Policy and the progress that each Treaty brought to what our policy is today. Furthermore, we will analyze which Institutions and Actors influence and determine the norms of the policy itself, as well as its implementation. The role of the European Union in International Trade, as the second largest economic power in the world, after the United States of America, will also be discussed and the steps that led it to reach this level will be monitored, as well as the Trade Defense Instruments, which allow it to remain at that second ranking position. Finally, we will observe how the New Generation Agreements impacted the success, or not, of the European Union and Vietnam, the country chosen to verify the prognoses. We will see that, effectively, at a social, economic and commercial level, there have been improvements since the ratification of the New Generation Agreement between the European Union and Vietnam.
