Esta investigação incide sobre os efeitos potencialmente nefastos que a europeização do Mar e o seu alargamento representam para os pequenos Estados-membros costeiros da União Europeia. Argumenta que a ameaça da europeização do Mar que Portugal enfrenta pode ser superada recorrendo a modalidades de acção estratégica devidamente enquadradas pelos
modelos de acção estratégica integral preconizados pela Teoria Geral da Estratégia.
Recorrendo a um estudo de caso de pendor qualitativo e baseado em análise documental,
demonstra-se que, com base na segunda variante do modelo de acção estratégica das acções
sucessivas, e recorrendo a uma modalidade de acção estratégica integral que articula quatro
modalidades de acção estratégica gerais – dinamização de um cluster da economia do Mar,
operacionalização dos meios militares necessários à defesa e segurança do Mar sob jurisdição
nacional, atracção de parcerias financeiras e tecnológicas recorrendo a “soft power”, e
aquisição de liberdade de acção nas instituições Europeias através de alianças com outros
Estados-membros costeiros – será possível a Portugal atenuar ou neutralizar as Políticas de
Gestão Marítima europeias conducentes ao alargamento da europeização do Mar. Estas
Políticas recorrem a instrumentos como o Planeamento Espacial Marítimo, o Pacto Ecológico
Europeu, a representação do Mar como um “global common” e o reforço da vertente marítima
da Política Comum de Segurança e Defesa e da Política Externa e de Segurança Comum para
consolidarem a oficialização e o reconhecimento do conceito de “European Waters”,
prejudicando, na nossa perspectiva, os interesses nacionais dos Estados-membros.
Apresenta-se como novidade teórico-metodológica a aplicação prática do método
estratégico e dos contributos para a equação, proposta e formulação de modalidades de acção
estratégica, baseadas num modelo de acção estratégica, propostos pela Escola Estratégica
Portuguesa, através de quadros que sistematizam e sequenciam este processo, facilitando a
tomada de decisão e a discussão, avaliação e validação das modalidades de acção estratégica
propostas.
This research focuses on the potentially harmful effects that the Europeanization of the Sea and its enlargement have for smaller coastal Member States of the European Union. It argues that the threat of Europeanization of the Sea that Portugal faces can be overcome by resorting to strategic action modalities framed by integral strategic action models recommended by the General Theory of Strategy. Using a qualitative case study based on documentary analysis, it is demonstrated that, based on the second variant of the strategic action model of successive actions, and using a comprehensive strategic action modality that articulates four general strategic action modalities – dynamization of a Sea economy cluster, operationalization of the military means necessary for defence and security of Sea under national jurisdiction, attraction of financial and technological partnerships using “soft power”, and acquisition of freedom of action in the European institutions through alliances with other coastal Member States – it will be possible for Portugal to mitigate or neutralize European Maritime Management Policies leading to the extension of the Europeanization of the Sea. These Policies use instruments such as Maritime Spatial Planning, the European Green Deal, the representation of the Sea as a “global common” and the strengthening of the maritime aspects of the Common Security and Defence Policy and the Common Foreign and Security Policy to consolidate the officialization and recognition of the concept of “European Waters”, damaging, in the author's perspective, Member States’ national interests. As a theoretical and methodological novelty, the practical application of the strategic method and contributions to the equation, proposal and formulation of strategic action modalities, based on a strategic action model, as proposed by the Portuguese Strategic School, is presented through tables that systematize and sequence this process, facilitating decision making and discussion, evaluation and validation of the proposed strategic action modalities.
