A erradicação da violência de gênero e a preservação dos direitos humanos das mulheres é substancial para o desenvolvimento – humano e socioeconômico. Neste contexto, a Convenção de Belém do Pará (1994) e o MESECVI (2004) se constituíram como marcos históricos para a América Latina ao formalizar o compromisso e a obrigação indelegável dos Estados de prevenir, punir e erradicar a violência contra as mulheres na região, assim como ao propor dispositivos para monitorar e reforçar o progresso da pauta. Em face aos ainda urgentes níveis da violência de gênero observados no contexto latino-americano atual, o presente trabalho busca entender em que medida os países signatários da Convenção de Belém do Pará estão a cumprir (ou não) com o que se comprometeram quase três décadas atrás.
The eradication of gender-based violence and the preservation of women's human rights is substantial for development – both human and socioeconomic. In this context, the Convention of Belém do Pará (1994) and the MESECVI (2004) constituted historical milestones for Latin America by formalizing the commitment and indelegable obligation of States to prevent, punish and eradicate violence against women in the region, as well as proposing devices to monitor and reinforce the agenda's progress. Given the still urgent levels of gender violence observed in the current Latin American context, this paper seeks to understand to what extent the signatory countries of the Convention of Belém do Pará are complying (or not) with what they have committed to for nearly three decades ago.
