Abstract(s)
A presente dissertação visa explorar o papel do Novo Banco de Desenvolvimento (NBD) enquanto novo player no âmbito do Sistema Financeiro Internacional (SFI). Esta nova instituição financeira multilateral foi criada, em 2014, por um grupo de países constituído pelo Brasil, Rússia, Índia, China e África do Sul (BRICS), com o objetivo de promover o investimento em infraestruturas, um desenvolvimento sustentável, e uma mudança das dinâmicas existentes no SFI, dando voz às economias nele subrepresentadas (Economias Emergentes e Países em Desenvolvimento – EE e PED). Particularmente, o objetivo da presente análise é compreender se o NBD pode ser bem-sucedido na representação destas economias, dando-lhes uma voz ativa no SFI e se o seu modus operandi está em consonância com a salvaguarda dos seus interesses. Concluiu-se que o próprio modo de funcionamento do NBD acaba por pôr em causa o cumprimento da sua missão inicial, uma vez que os seus princípios orientadores pré-definidos não se manifestam nos aspetos formais referentes ao seu funcionamento. Em específico, o princípio da igualdade entre todos os estados-membros não é bem aplicado, uma vez que a distribuição dos votos no seio desta instituição é pautada por uma profunda assimetria entre os países fundadores e os restantes países. Consequentemente, a criação do NBD pode apenas ser entendida como uma tentativa de transferência de poderes das economias mais desenvolvidas – G7 - em direção às mais subdesenvolvidas – BRICS. Em último caso, é possível depreender que o NBD é o novo BM, apenas designado por uma nova sigla e constituído por estados-membro mais desfavorecidos no SFI.
This dissertation aim is to explore the role of the New Development Bank (NDB) as a new player regarding the governance of the International Financial System. The present development agent was shaped and built in 2014 by a group comprising Brazil, Russia, India, China and South Africa (BRICS), with the objective of promoting infrastructures investments and a sustainable development; and to bring a shift of the existing dynamics of the international architecture, giving a voice to the under- represented economies (Emerging Economies and Developing Countries). In particular, the objective of this current analysis is to understand whether the present institution is successful when it comes to the representation of these economies, giving them an active voice and weather its modus operandi is in connection with the defence of their interest. Keywords: Development Bank; New Development Bank; Bretton Woods Institutions; BRICS; Emerging Economies; Developing Countries It was concluded that the NDB's way of functioning ends up jeopardizing the fulfillment of its initial mission, since its pre-defined guiding principles do not manifest themselves in the formal aspects related to its functioning. Specifically, the principle of equality between all member states is not well applied since the distribution of votes within this institution is marked by a profound asymmetry between the founding countries and the other countries. Consequently, the creation of the NBD can only be understood as an attempt to transfer powers from the most developed economies – G7 – towards the most disadvantaged – BRICS. Ultimately, it is possible to infer that the NBD is the new BM, just designated by a new acronym and made up of the most disadvantaged member states in the International Financial System.
