O estudo das migrações e o seu relacionamento com o desenvolvimento dos países adquiriu
grande importância com o processo de globalização mundial em curso. O seu enquadramento
teórico é diversificado e de abordagem multi-disciplinar, partindo da escola neoclássica e
abarcando, nas décadas recentes, teorias heterodoxas como a segmentação dos mercados,
enclaves étnicos, teorias estruturalistas e institucionalistas, entre outras.
Neste trabalho estudamos as principais abordagens teóricas no que diz respeito às determinantes
estruturais dos fluxos migratórios, para posteriormente analisar o nexo existente entre migrações
e o processo de desenvolvimento das economias envolvidas neste fenómeno, bem como o
impacto causado nos países de envio e de acolhimento dos indivíduos migrantes, em termos das
suas estruturas económica, social e política.
São igualmente analisadas as políticas de imigração e de cooperação para o desenvolvimento
em vigor na União Europeia (ao nível comunitário e de cariz nacional), tendo em vista a
formulação de sugestões de actuação das instituições comunitárias para uma efectiva
compatibilização e melhor coordenação das duas políticas, de forma a promover o processo de
desenvolvimento dos países menos avançados e a redução dos incentivos à emigração para os
países desenvolvidos, sem descurar os objectivos internos da União.
The study of migrations and their relationship with the countries' development acquired great importance with the ongoing globalisation process. Their theoretical framework is diversified and of a multidisciplinar approach, starting from the neoclassic school and covering, in the recent decades, heterodox theories such as the markets' segmentation, ethnic enclaves, structural and institutional theories, among others. In this work we study the main theoretical approaches in what concems the structural determinants of migration flows, to analyse then the existing nexus between migration and the development process of the economies involved in this phenomenon, as well as the impact caused by the migrant individuais in the sending and receiving countries in terms of their economic, social and politic structures. We analyse as well the immigration and cooperation for development policies in force in the European Union (at community and national levei), aiming to formulate action suggestions of the communitarian institutions to effectively make these policies compatible and improve the coordination among themselves, in order to promote the development process of the less advanced countries and the reduction of emigration incentives towards the developed countries, without forgetting the internai objectives of the Union.
