Resumo(s)
A dissertação tem como objetivo caraterizar o sistema de governo em Angola, e com isto,
identificar a génese legal, a evolução e as caraterísticas substanciais do sistema,
distinguindo, desta forma os traços essenciais do sistema angolano.
Para atender a tais objetivos propostos, as investigações foram delineadas de forma a
responder à questão central: como se carateriza o sistema de governo em Angola?
A investigação efetuada permitiu concluir que, o sistema angolano se carateriza
sobretudo, na eleição do Presidente, por inerência, o cabeça-de-lista, pelo círculo nacional
do partido político (ou coligação de partidos políticos) mais votado, no quadro das
eleições gerais. Ou seja, num boletim de voto único obrigatório, elege-se dois órgãos de
soberania: o Presidente da República e a Assembleia Nacional, com isto, a simultaneidade
dos mandatos (cinco anos).
A qual, o classificámos como um sistema de governo híbrido de concentração de poderes
no Presidente da República, que é a sede do Poder, não por ser Chefe de Estado mas por
ser Chefe do Executivo, concomitantemente, Comandante-em-Chefe e líder partidário.
The dissertation aims to characterize the system of government in Angola, and with this, to identify the genesis, evolution and substantial characteristics of the system, distinguishing in this way the essential features of the Angolan system. In order to meet these proposed objectives, the investigations were designed in order to answer the central question: how is the system of government in Angola characterized? The research made it possible to conclude that the Angolan system is characterized mainly by the election of the President, by default, the head of the list, by the national circle of the most voted political party (or coalition of political parties), in the framework of the general elections . That is, in a single mandatory ballot paper, two organs of sovereignty are elected: the President of the Republic and the National Assembly, with this, the simultaneity of the mandates (five years). We have classified it as a system of hybrid government of concentration of powers in the President of the Republic, which is the seat of power, not for being Head of State but for being Chief Executive, concurrently, Commander-in-Chief and party leader.
