O reconhecimento constitucional das autoridades tradicionais como uma das formas organizativas do poder local em Angola levanta a questão do papel das instituições do poder tradicional no quadro da governação local. A pesquisa pretende compreender o contributo das autoridades tradicionais na afirmação como poder local no município do Ambriz. Foi utilizada uma metodologia qualitativa de natureza indutiva e como técnicas de recolha de dados a pesquisa bibliográfica, análise documental, observação não participante e entrevistas semiestruturadas as autoridades tradicionais e técnicos da administração local. A pesquisa demostra que face a debilidades dos órgãos locais do Estado sobretudo nas zonas mais recônditas no Ambriz, os sobas mantêm uma relação colaborativa com a administração local na solução dos problemas do povo e funcionam como agentes de equilíbrio, harmonia e coesão social, administram a justiça e regulam as relações com base no direito costumeiro. Concluiu-se que as autoridades tradicionais são atores políticos locais indispensáveis na governação local, que mesmo sem atribuições claras pela ausência de Lei que estabeleça seu papel, têm contribuído significativamente e numa clara e efetiva interação com os órgãos administrativos locais do Estado na resolução de inúmeras questões que afetam a vida das comunidades rurais.
The constitutional recognition of traditional authorities as one of the organizational forms of local power in Angola raises the question of the role of institutions of traditional power within the framework of local governance. This research intends to understand the contribution of the traditional authorities in the position as local authority of Ambriz municipality. We have used a qualitative methodology of inductive character, and the techniques aplied for data collection is based on the bibliographic research, documentary analysis, non - participant observation and semi - structured interviews for the traditional and technical authorities of the local administration. The research shows that, according to the weaknesses of the local State authority, especially in the remote areas of Ambriz, the sobas maintain a collaborative relationship with the local administration in solving the problems of the people and acting like agents of stability, harmony and social cohesion, administering justice and regulate relations based on customary law. We can concluded that traditional authorities are indispensable political actors in local governance, which, even without clear attributions due to the absence of a law that establishes their role, have contributed significantly in a clear and effective interaction with the local administrative organs of the State in the resolution of many issues affecting the lives of rural communities.
