Este estudo investiga a influência do presidencialismo de coalizão nos processos de impeachment no Brasil, com foco nas dinâmicas de formação, manutenção e dissolução das coalizões governamentais. A pesquisa utiliza uma abordagem mista composta por métodos quantitativos e qualitativos, examina como a fragmentação partidária e a volatilidade das alianças políticas impactam a estabilidade governamental e contribuem para que haja crises políticas que desembocam em processos de impeachment. Os casos de Fernando Collor de Mello e Dilma Rousseff foram analisados de forma comparativa para revelar que, apesar das diferenças contextuais, ambos os processos de impeachment foram precedidos por uma significativa erosão do apoio parlamentar e por reorganizações frequentes das coalizões. A dissertação tem por objetivo demonstrar que a instabilidade das coalizões é um fator crucial para a abertura de processos de impeachment, e destaca que a governabilidade em sistemas presidencialistas de coalizão depende não apenas da formação de alianças, mas também da capacidade de mantê-las coesas ao longo do tempo com o intuito de assegurar a governabilidade. Os resultados obtidos contribuem para o debate sobre a governabilidade e a estabilidade política no Brasil, e oferece uma compreensão aprofundada dos mecanismos que podem conduzir à
queda de governos em contextos de alta fragmentação partidária, e sugerem caminhos para mitigar a instabilidade em regimes presidencialistas.
This study investigates the influence of coalition presidentialism on impeachment processes in Brazil, focusing on the dynamics of formation, maintenance, and dissolution of government coalitions. Employing a mixed-methods approach that combines quantitative and qualitative methods, the research examines how party fragmentation and the volatility of political alliances affect governmental stability and contribute to political crises that culminate in impeachment. The cases of Fernando Collor de Mello and Dilma Rousseff were analyzed comparatively, revealing that, despite contextual differences, both impeachment processes were preceded by significant erosion of parliamentary support and frequent reorganizations of coalitions. The dissertation aims to demonstrate that coalition instability is a crucial factor in the initiation of impeachment processes, revealing that governability in coalition presidential systems depends not only on the formation of alliances but also on the ability to maintain them cohesively over time to ensure effective governance. The findings contribute to the debate on governability and political stability in Brazil, providing an in-depth understanding of the mechanisms that can lead to the downfall of governments in highly fragmented party contexts and suggesting pathways to mitigate instability in presidential systems.
